RECOMMENDATION(S)

Recommendation

Authorize the Auditor-Controller/Treasure/Tax Collector to post the budget adjustments, as detailed in the Financial Impact Section, to reflect a $15,000 increase to the Fish and Game Commission’s 2020-21 operating budget to fund the San Bernardino County Family Fish and Wildlife Festival scheduled for June 19, 2021 at Prado Regional Park. (Four votes required).

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost).  Regional Parks Department (Department) will fund the $15,000 increase to the operating budget with the Use of Fund Balance from Regional Parks’ Fish and Game Commission Special Revenue Fund (Fund 2662).

BACKGROUND INFORMATION

On July 21, 2020, the San Bernardino County Fish and Game Commission (Commission) unanimously approved a budget of up to $15,000 to host the inaugural San Bernardino County Family Fish and Wildlife Festival (Event) with an anticipated attendance of 1,500 individuals. The Event will include guided hikes, environmental exhibitors, children’s activities, special guest speakers, demonstrations, and live music and entertainment, all with the intent to educate families about outdoor activities and wildlife propagation. The Commission submitted an estimated budget for the Event including marketing, staffing, amenities, equipment and supplies.  The requested budget adjustment will increase the Services and Supplies budget from $19,080 to $34,080.

 

The expenditure of Fish and Game Propagation Fund monies for this Event is authorized under California Fish and Game Code section 13103(a) as it provides for public education relating to the scientific principles of fish and wildlife conservation, consisting of supervised formal instruction carried out pursuant to a planned curriculum and aids to education such as literature, audio and video recordings, training models, and nature study facilities.  Per the amended Bylaws of the San Bernardino County Fish and Game Commission (Commission), which was approved by the Board of Supervisors (Board) on November 18, 2014 (Item No. 70), the expenditure of Fish and Game Propagation Fund monies must be approved by the Board based upon a recommendation of the Commission.  The Commission was established by County Ordinance No. 12.041 in 1953 in accordance with California Fish and Game Code section 101 et seq. The Commission is an advisory body that makes recommendations to the Board on matters concerning the propagation and protection of fish and game in San Bernardino County.
