RECOMMENDATION(S)

Recommendation

1.                     Approve purchase of a Voluson S10 Expert BT18 USA ultrasound system in the amount of $77,000, an unbudgeted fixed asset, from GE Medical Systems, Ultrasound and Primary Care Diagnostics, LLC to be used in the medical unit at County’s Detention facilities.

2.                     Approve Contract with GE Medical Systems, Ultrasound and Primary Care Diagnostics, LLC, for the provision of an extended service warranty for a Voluson S10 Expert BT18 USA ultrasound system, in an amount not to exceed $39,627, for an 84-month period to begin 13 months after initial delivery of equipment.

FINANCIAL IMPACT

On March 24, 2020, as part of the 2019-20 Second Quarter Budget Report, the Board of Supervisors (Board) approved the use of Law and Justice - Criminal Justice Facility Construction Funds for general improvements at the West Valley Detention Center (WVDC) to address the Consent Decree between the Sheriff/Coroner/Public Administrator (Department) and the Prison Law Office (PLO) to increase the level of physical and mental healthcare in County detention facilities.  The Department requests to purchase the Voluson S10 Expert BT18 USA (ultrasound system) in the amount of $77,000 from GE Medical Systems, Ultrasound and Primary Care Diagnostics, LLC (GE) to further enhance healthcare services within WVDC.  A 25% discount on the purchase price of the extended service warranty is offered by GE when purchased concurrently with the ultrasound system.  The cost of the extended service warranty in the annual amount of $5,661, will be funded within the Department’s (442001000) existing 2020-21 budget allocation.  The cost of the ultrasound system will be funded with Law and Justice - Criminal Justice Facility Construction Funds that remained unspent at the end of 2019-20.  Budget adjustments are not requested at this time, but will be included in a future Countywide Quarterly Budget Report submitted to the Board for approval. 

 

BACKGROUND INFORMATION

Currently, the West Valley Detention Center, Health Services Unit (WVDC-HSU) does not have ultrasound equipment resulting in the need to transfer female inmates to Arrowhead Regional Medical Center for medical appointments.  Having an ultrasound system onsite will improve the delivery of healthcare services, efficiency, and reduce transportation costs.  Because of the projected life of the ultrasound system, a long-term warranty is recommended to ensure the equipment is protected.

 

 

PROCUREMENT

Purchasing has approved the procurement of the ultrasound system based on a competitively bid contract through the County’s Group Purchasing Organization (GPO), Vizient. The Vizient contract number is XR0431 for GE ultrasound equipment and accompanying accessories.

 

The warranty agreement includes the following non-standard contract terms and conditions:

 

1.                     Contract Term:

a)                     Standard Term: The County’s standard contract term is five years. Indefinite contract terms are not permitted.

b)                     Contract Term: The initial term will begin as of the Effective Date and will end on the date that is 84 months thereafter.

c)                     Potential Impact: Extending the standard contract term ensures that the County’s investment is protected from unexpected malfunctions or equipment failure.
