RECOMMENDATION(S)

Recommendation

Approve Amendment No. 1 to contracts with the following risk control services firms to extend the term for one additional year, for the new term of April 17, 2018 through April 16, 2022, and to increase the aggregate estimated cost by $75,000, from $350,000 to $425,000, with all other terms and conditions to remain the same.

FINANCIAL IMPACT

Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost) as the amendments will be funded through various Department of Risk Management (DRM) self-insurance funds. Sufficient appropriation has been included in DRM’s 2020-21 budget, and will be included in the 2021-22 recommended budget. Since April 17, 2018, a total of $224,505 has been spent on these contracts, and the estimated cost for these services from August 17, 2020 through April 16, 2022 is approximately $200,495.

 

BACKGROUND INFORMATION

The Department of Risk Management (DRM) is required to comply with California’s Occupational Health and Safety Administration (Cal/OSHA) regulations, Title 8 (Title 8), which has the ability to

assess penalties to entities that are not compliant. The County has developed and continuously monitors its various health and safety programs and provides training to achieve compliance with Title 8 and other State and Federal regulations. More recently, the Novel Coronavirus (COVID-19) pandemic has caused an increase in the use of risk control services firms.  As the COVID-19 pandemic continues, additional DRM resources will be necessary, and by utilizing specialty firms to supplement in-house resources, DRM can expedite services such as respirator fit testing, inspection of County facilities/testing sites, ergonomic assessments, equipment training, and other safety and health matters as the need arises. The services provided by the contractors help to reduce the County’s workers’ compensation and general liability incidents and cost of claims.

 

PROCUREMENT

On April 17, 2018 (Item No. 48), resulting from a competitive procurement process (ePro Bid No.  RMG118-RMADM-2730), the Board of Supervisors approved contracts with the three risk control services firms in an aggregate amount not-to-exceed $350,000, to provide risk control services for the period of April 17, 2018 through April 16, 2021 with two one-year options to extend the term.
