FINANCIAL IMPACT
The recommended Memorandum of Understanding (MOU) is non-financial; therefore, it does not impact Discretionary General Funding (Net County Cost).
BACKGROUND INFORMATION
Under the terms of the recommended MOU, Children and Family Services (CFS) and the Department of Behavioral Health (DBH) will collaborate with the Inland Counties Regional Center (IRC) to meet the service needs of children, non-minor dependents, and families. The collaboration will help identify and close gaps to avoid duplication in the service plans of the clients served by these agencies.
CFS protects endangered children, preserves and strengthens their families, and develops alternative family settings. Services, as mandated by law and regulations, are provided in the least intrusive manner with a family-centered focus. This mission is accomplished by working with the family, a wide variety of public and private agencies, and members of the community.
DBH is responsible for providing mental health and substance use disorder services to County residents who are experiencing major mental illness, substance abuse, and other addictions. One part of the service delivery system consists of providing services to San Bernardino County residents with a developmental disability also suffering from a mental illness.
IRC is a non-profit agency that has provided support to individuals with developmental disabilities since 1972. IRC is a part of a statewide network of regional centers established by the state of California to provide services under the Lanterman Developmental Disabilities Services Act (Lanterman Act). The Lanterman Act, passed in 1977, extended the state’s existing regional center network of services for the developmentally disabled, while mandating provision of services and supports that meet both the needs and choices of each individual. Under its contract with the California Department of Developmental Services, IRC provides case finding, assessment, counseling, and case management services, as specified in the Lanterman Act, to San Bernardino and Riverside County residents with a developmental disability.
The recommended MOU defines roles and responsibilities of CFS, DBH, and IRC in providing support to children, non-minor dependents, and families who are identified as eligible for services from any of the three agencies in order to help to ensure continuity of care, and avoid duplication of efforts while closing gaps in service plans.
