Recommendation
Approve Amendment No. 1, effective December 1, 2020, to Contract No. 19-732 with UpToDate, Inc., for use of UpToDate Anywhere, an evidence-based, physician-authored clinical decision support resource, extending the contract an additional year, and increasing the total contract amount by $9,875, from $9,085 to $18,960, for the period of December 1, 2019 through November 30, 2021.

FINANCIAL IMPACT
This item does not impact Discretionary General Funding (Net County Cost). The increased cost of $9,875 for this subscription is funded by fee-for-service Medi-Cal, Managed Care Medi-Cal, private insurance, and sliding fee scale clients. Adequate appropriation and revenue have been included in the Department of Public Health’s (DPH) 2020-21 budget and will be included in the 2021-22 recommended budget.
BACKGROUND INFORMATION
The recommended amendment to the agreement with UpToDate, Inc. (UTD) will enable medical providers within the DPH Federally Qualified Health Centers (FQHCs) and Public Health Clinics to continue to utilize UpToDate Anywhere, an evidence-based, physician-authored clinical decision support resource. More than 7,100 world-renowned physician authors, editors, and peer reviewers synthesize the most recent medical information into trusted, evidence-based recommendations that are proven to improve patient care, quality, and outcomes. UpToDate Anywhere provides the DPH medical providers with access to more than 11,800 topics in 25 specialties, which are continuously updated and reviewed by leading experts. This resource provides the clinicians with current evidence-based clinical guidelines, standards of care, and standards of practice in the provision of health center services.
PROCUREMENT
On November 5, 2019 (Item No. 26), the Board of Supervisors approved non-competitive Contract No. 19-732 with UTD for a subscription to UpToDate Anywhere, for the period of December 1, 2019 through November 30, 2020.
UTD was selected due to it being the only clinical decision support resource associated with improved outcomes. UTD is unmatched in depth and breadth of content: more than 11,000 topics in 25 specialties, continually updated and reviewed by leading experts. UTD helps clinics and providers meet rigorous quality standards. It is the clinical decision support service currently used by the County’s Arrowhead Regional Medical Center. Purchasing concurs with the continued non-competitive justification based on the specialized expertise provided by UTD.
