RECOMMENDATION(S)
Recommendation
1. Approve a Cooperative Agreement between the County of San Bernardino (County) and the City of Redlands, wherein each party will provide the required matching funds and its share of the project cost, currently estimated to be $176,000 and $221,000, respectively, for the East Valley Corridor Bike Route Interconnect Project in the Redlands area (Project).
2. Authorize the Director of Public Works to increase the County’s contribution amount by up to 25 percent (from $176,000 to $220,000), should Project design and construction costs dictate such an increase.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The Department of Public Works (Department) is funded by Gas Tax revenue, fee revenue, and other state and local funding. The total estimated cost for the Project is $2,773,401. The City of Redlands (Redlands) will be the lead agency for the Project and has secured three grants to offset 86% of the cost. As lead agency, Redlands will be responsible for grant management and administration of the following: Active Transportation Program (ATP) ($2,063,000) for Cycle 3, ATP ($49,000) for Cycle 3 Augmentation, and Transportation Development Act (TDA) Article 3 ($264,401). The grants’ matching fund requirement of $265,000 will be shared between Redlands ($221,000) and the County ($44,000). Additionally, minor road work within the County’s jurisdiction is necessary to accommodate a Class II bike lane on San Bernardino Avenue is estimated to cost $132,000. The County’s total estimated share of the Project cost is $176,000; this cost will be funded by Gas Tax revenue administered by the Department. Sufficient revenue and appropriation are included in the Department’s 2020-21 Road Operations budget (6650002000 20H14981) and will be included in future recommended budgets.
BACKGROUND INFORMATION
Redlands has secured three grants that will partially fund the construction of bicycle routes and paths within Redlands’ city limit and County’s unincorporated area of Redlands. The proposed Project will close a number of gaps in the existing cycling infrastructure, provide improved bike circulation for users between downtown Redlands, Highland, the Citrus Plaza/Mountain Grove shopping centers, and the planned Santa Ana River Trail (SART), and improve cycling safety in the western portion of Redlands.
The Project consists of: (1) Class II Bike Lane on San Bernardino Avenue, between Mountain View Avenue and Alabama Street; (2) Class II Bike Lanes on Alabama Street, between Lugonia Avenue and Pioneer Avenue; and (3) Class I and IV Bike Paths on Alabama Street, between River Bluff and the cities of Highland/San Bernardino city limits. The additional road work within the County’s jurisdiction consists of minor road shoulder widening, pavement repair and installation of curb and gutter on San Bernardino Avenue to accommodate the proposed Class II bike lane project.
Pursuant to the Cooperative Agreement, Redlands will serve as the lead agency for the Project and shall manage and administer the three grants awarded to the Project. County staff shall review and approve the Project’s plans and specifications and shall participate in the Project team meetings. County shall advance to Redlands the $44,000 matching fund requirement for the Project upon execution of the Agreement, and City shall submit an itemized accounting and an invoice for County’s remaining share of the Project, estimated to be $132,000. County’s share of the Project’s cost shall not exceed $220,000 absent an amendment to this Cooperative Agreement. After Project completion, Redlands shall submit an itemized accounting of actual Project costs incurred by Redlands for County’s records.
The Agreement may be terminated by either Party, with or without cause, upon a 30-day advance written notice to the other Party, provided, however, that neither Party may terminate this Agreement after Redlands has awarded a contract to construct the Project. The Agreement shall terminate upon final billing by the County or on December 31, 2023, whichever is later. The City of Redlands approved this Cooperative Agreement on October 6, 2020.
This item meets County’s and the Chief Executive Officer’s goals and objectives by working with other agencies in securing the required matching fund in order to receive the ATP Cycle 3, ATP Cycle 3 Augmentation, and TDA Article 3 grants awarded for the Project; and also ensuring the development of a Well-Planned, Balanced, and Sustainable County by approving the construction of the Project which will provide an improved connectivity between the cities of Highland and Redlands and the County’s unincorporated area of Redlands.
On June 8, 2016, the former Chairman of the Board of Supervisors, James Ramos, signed a “Letter of Support” in support of the County’s participation in the proposed Project.
PROCUREMENT
Construction is anticipated to commence in the Summer of 2021.
