RECOMMENDATION(S)
Recommendation
1. Adopt Resolution to establish a “No Stopping, Standing, or Parking” zone pursuant to County Code Section 52.0118(a) along both the north and south side of State Route 38 from 0.35 miles west of Kilkare Road to Valley of the Falls Drive, in the Mentone area, excluding however:
a. Along the south side from 0.35 miles west of Kilkare Road easterly an approximate distance of 445 feet, from 0.69 miles east of Old Mill Creek Road easterly an approximate distance of 617 feet, and from 0.42 miles west of Valley of the Falls Drive easterly an approximate distance of 350 feet; and
b. Along the north side from 0.13 miles west of Valley of the Falls Drive easterly an approximate distance of 245 feet, in the Mentone area.
2. Direct the County Road Commissioner to perform such acts as necessary to implement the terms of the Resolution.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The Department of Public Works (Department) is funded by Gas Tax revenue, fee revenue, and other state and local funding. The proposed action is limited to administrative costs and will have minimal financial impact. Sufficient appropriation is included in the Department’s 2020-21 Road Operations budget (6650002000).
BACKGROUND INFORMATION
State Route 38, in the Mentone area, is used to access several residential, as well as recreational mountain areas. During busy weekends, visitors often park along both sides of State Route 38 creating unsafe conditions to the general public.
In order to establish the “No Stopping, Standing or Parking” zones Caltrans requires the local agency to adopt a resolution. Adoption of this resolution will allow Caltrans to erect the “No Stopping, Standing, or Parking” signs along State Route 38 at locations described in Recommendation 1 above. Once Caltrans has erected the signs, law enforcement will be better able to control the parking and provide safe access to the mountain areas.
