Approve Amendment No. 1 to Contract No.19-658 with Phamatech, Inc. for drug and alcohol testing services to add regulatory compliance language with no other changes to the contract terms, conditions, or period of October 1, 2019 through September 30, 2024.

FINANCIAL IMPACT

Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). Departments that require drug and alcohol testing services are responsible for ensuring there is adequate funding in their current and future recommended budgets.

 

BACKGROUND INFORMATION

Drug and alcohol services are essential for patient care, substance use disorder services, and clinical support across the County. The Department of Behavioral Health (DBH) is requesting this amendment due to a legal mandate.

 

DBH provides mental health and/or substance use disorder services to residents through a continuum of care by both County-operated clinics and contracted service providers.  An integral part of service delivery is the provision of drug and alcohol testing services to clients located throughout the County.  DBH has requested an amendment to the contract to add one provision relating to regulatory compliance that is specific to State requirements for Medi-Cal providers.  As a Medi-Cal provider, DBH is subject to state compliance audits.  Failure to include this language in this contract could result in negative findings in a compliance audit by the State of California.  No other changes to the contract are requested.  

 

PROCUREMENT

On June 3, 2019, a Request for Proposals (RFP) AGENCY20-PURC-3403 for Drug and Alcohol Testing Services was released through the County of San Bernardino Electronic Procurement Network (ePro).  The RFP covered needed services for the departments of Children and Family Services, DBH, and Probation. The only proposal received by the July 26, 2019 deadline was submitted by Phamatech, Inc., the incumbent vendor.  The RFP deadline was extended for one week to August 2, 2019, and no additional proposals were received.  On September 24, 2019, Item No. 37, the Board of Supervisors approved Agreement No. 19-658 with Phamatech, Inc. for drug and alcohol testing services at fixed rates for the period of October 1, 2019 through September 30, 2024.
