FINANCIAL IMPACT
Approval of this Memorandum of Understanding with Community Health Association Inland Southern Region will not result in the use of Discretionary General Funding (Net County Cost) as this recommended affiliation is non-financial in nature.

BACKGROUND INFORMATION
The Community Health Association Inland Southern Region ("CHAISR") provides support for community-based health centers and clinics located throughout Riverside and San Bernardino Counties. The Community Health Association Inland Southern Region was founded in 2009, incorporated in 2010, and designated a 501(c)(3) nonprofit organization in 2011. Safety Net hospitals (SNHs) are types of medical centers in the United States that by legal obligation or mission provides healthcare for individuals regardless of their insurance status. This legal mandate forces SNHs to serve all populations. Such hospitals typically service a higher number of uninsured, Medicaid, Medicare, Children's Health Insurance (CHiP), low-income, and other vulnerable individuals than their "non-safety net hospital" counterparts. The non-profit association supports SNHs, community health centers and clinics in the Inland Southern Region.
