RECOMMENDATION(S)
Recommendation
1. Adopt Resolution, as required by the State of California, Commission on Peace Officer Standards and Training, for the Distance Learning Grant Program (DLGP) to accept grant awards from the State of California, Commission on Peace Officer Standards and Training (POST) in the total amount of $194,143.20 for the performance period of October 15, 2020 through June 30, 2021, for the following:
a. Community Policing in the amount of $64,714.40 (Award No. DLGP FY20/21-029);
b. Use of Force and De-escalation in the amount of $64,714.40 (Award No. DLGP FY20/21-026);
c. Implicit Bias and Racial Profiling in the amount of $64,714.40 (Award No. DLGP FY20/21-028).
2. Authorize the Chair of the Board of Supervisors, the Sheriff/Coroner/Public Administrator, or the Undersheriff, as required by the State of California, Commission on POST Training, to execute and submit the grant award documents and any non-substantive amendments on behalf of the County, subject to review by County Counsel.
3. Direct the Sheriff/Coroner/Public Administrator to transmit all documents and amendments in relation to these grant awards to the Clerk of the Board of Supervisors within 30 days of execution.

FINANCIAL IMPACT
Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). The DLGP grant awards totaling $194,143.20 will provide funding for equipment, materials, services, and staff salaries to establish distance learning training courses in the areas of Community Policing, Use of Force and De-escalation, and Implicit Bias and Racial Profiling to be provided by the Sheriff/Coroner/Public Administrator (Department) Training Academy. County matching funds are not required. Approval of the necessary appropriation and revenue adjustments are not requested at this time but will be included in a future quarterly countywide budget report presented to the Board of Supervisors for approval, if necessary.
BACKGROUND INFORMATION
The goal of this training initiative is to provide funding for distance learning courses. The DLGP was developed by POST through the California State Budget Act of 2020. POST recognizes distance learning as a powerful tool that provides opportunities for readily accessible high-quality training that is delivered efficiently, effectively, and safely. On August 3, 2020, after review by County Counsel, the Chief Executive Officer approved the submission of grant applications for five projects under the DLGP that resulted in grant awards for the following three projects: Community Policing, Use of Force and De-escalation, and Implicit Bias and Racial Profiling. On August 25, 2020 (Item No. 73, Recommendation No. 1), the Board of Supervisors (Board) ratified the submission of the grant applications, as approved by the Chief Executive Officer.
On October 13, 2020, the Department received notice of the three grant awards for total reimbursement not to exceed $194,143.20 for the period of October 15, 2020 through June 30, 2021. The award documents are being submitted to the Board for approval at the earliest available meeting after the required legal and financial reviews were completed.
