Recommendation

Approve Amendment No. 1, effective November 17, 2020, to Revenue Contract No. 20-472 (State Revenue Agreement No. TV-2021-20) with the California Department of Aging to provide Senior Community Services Employment Program services, increasing the amount by $215, from $329,827 to $330,042, updating Exhibit A - Scope of Work and Exhibit E - Additional Provisions, and replacing the  Budget Display for 2020-21, with no change to the contract term of July 1, 2020 through June 30, 2021.

FINANCIAL IMPACT

This item does not impact Discretionary General Funding (Net County Cost).  Senior Community Service Employment Program (SCSEP) funds in the amount of $330,042 are 100% funded by federal revenue allocated from the California Department of Aging (CDA).  Adequate appropriation and revenue have been included in the Department of Aging and Adult Services’ (DAAS) 2020-21 budget. 

 

BACKGROUND INFORMATION

The Federal Older Americans Act (OAA) promotes the welfare and dignity of older adults by providing valuable services in order to enable older adults to be independent, remain in their communities, and assist them to be engaged citizens.  In 1976, the State of California designated the County of San Bernardino as an Area Agency on Aging.  As a result of this designation, DAAS receives funding to administer SCSEP services. The recommended amendment will increase the funding for the SCSEP services by $215 for the 2020-21 fiscal year. The amendment also updates language in the Exhibits to add public code references, correct typos, and adds $215 to the Budget Display for 2020-21.

 

SCSEP targets older adults seeking employment.  The goal of the program is to update or enhance participants’ job skills, through subsidized employment and training, in order to help the participant’s secure unsubsidized employment. DAAS anticipates providing services to approximately 25 clients in 2020-21.

 

On June 23, 2020 (Item No. 7), the Board of Supervisors (Board) approved Revenue Contract No. 20-472 (State Revenue Agreement No. TV-2021-20) in the amount of $329,827 to provide SCSEP services, for the period of July 1, 2020 through June 30, 2021.  In addition, this item adopted a Resolution as required by CDA authorizing the Chairman of the Board, the Chief Executive Officer, or the DAAS Director to execute all documents, including any subsequent non-substantive amendments, in relation to State Revenue Agreement No. TV-2021-20, on behalf of the County, subject to review by County Counsel.
