RECOMMENDATION(S)
Recommendation
1. Approve Revenue Contract (State Agreement No. FA-2021-20) with the California Department of Aging for Financial Alignment funds to provide counseling, support, and information regarding health coverage options to dual eligible Medicare and Medi-Cal beneficiaries in the amount of $47,390 for contract term of November 17, 2020 through October 31, 2021.
2. Adopt a Resolution, as required by the California Department of Aging, authorizing the Chairman of the Board of Supervisors, the Chief Executive Officer, or the Director of the Department of Aging and Adult Services to execute all documents, including any subsequent non-substantive amendments, in relation to State Revenue Agreement No. FA-2021-20, on behalf of the County, subject to review by County Counsel, for the period of November 17, 2020 through October 31, 2021.
3. Direct the Chairman of the Board of Supervisors, the Chief Executive Officer, or the Director of the Department of Aging and Adult Services to transmit all documents and amendments to the Clerk of the Board within 30 days of execution in relation to the State Revenue Agreement No. FA-2021-20.

FINANCIAL IMPACT
This item does not impact Discretionary General Funding (Net County Cost). The amount of $47,390 is funded with 100% federal revenue allocated to the California Department of Aging (CDA) for Health Insurance Counseling and Advocacy Program (HICAP) Financial Alignment services. Adequate appropriation and revenue have been included in the Department of Aging and Adult Services’ (DAAS) 2020-21 budget and will be included in the 2021-22 recommended budget.
BACKGROUND INFORMATION
Financial Alignment (FA) funding provides outreach to dual eligible beneficiaries in Cal MediConnect Health plans going beyond regular HICAP services. FA provides personalized services such as counseling, community education, and outreach events to enroll dual eligible beneficiaries in Cal MediConnect Health plans that integrate benefits and align financial incentives between Medicare and Medi-Cal. DAAS provides FA services to approximately 5,200 seniors annually through a contract with Council on Aging-Southern California.
DAAS utilizes the CDA funds to provide HICAP services, which include outreach, education to providers, and community-based partners, and to provide counseling and assistance to individuals eligible for both Medicare and Medi-Cal (dual eligible beneficiaries) in understanding their options. Financial Alignment funds are also used to enroll dual eligible beneficiaries in managed care plans that integrate benefits and align financial incentives between Medicare and Medi-Cal. The goal is to promote delivery of medical, behavioral health, long-term institutional, home, and community-based services through a single organized system. This service is provided to older adults and people with disabilities who are eligible for both Medi-Cal and Medicare.
In addition to accepting the FA funding, this item will adopt a Resolution as required by CDA authorizing the Chairman of the Board, Chief Executive Officer, or DAAS Director to execute all documents, including any subsequent non-substantive amendments, in relation to the recommended Revenue Contract on behalf of the County, subject to review by County Counsel.
