Recommendation
Approve contracts with the following agencies for the provision of Older Adult Community Services, in a total contracted amount of $3,150,000, for the period of January 1, 2021 through June 30, 2025:
1. Rim Family Services, Inc., in the amount of $900,000.
2. West End Family Counseling Services, Inc., in the amount of $2,250,000.

FINANCIAL IMPACT
This item does not impact Discretionary General Funding (Net County Cost). The recommended amount of $3,150,000 for Older Adult Community Services (OACS) will be funded by Mental Health Services Act funding. Adequate appropriation and revenue have been included in the Department of Behavioral Health’s (DBH) 2020-21 budget and will be included in future recommended budgets.
BACKGROUND INFORMATION
OACS is a Prevention and Early Intervention program to promote healthy aging and assist in maintaining mental wellness, by delivering prevention and early intervention services to the older adult population in San Bernardino County. OACS is provided to older adults (60 years old and above) who may be experiencing the onset of serious psychiatric illness or are at risk due to the aging process, trauma, and/or bereavement. DBH anticipates the recommended agencies will serve approximately 5,968 participants annually at an average cost of $117 per participant.
The OACS program includes four components 1) Older Adult Mobile Resource Unit, 2) Older Adult Wellness Services, 3) Older Adult Home Safety Program, and 4) Older Adult Suicide Prevention Program. In addition, the OACS program provides short-term early intervention counseling services and linkage to additional resources when appropriate. Activities within each component encompass delivering services to older adults in a culturally and linguistically competent manner and provide services in geographically isolated areas. The program is designed to benefit older adults who encounter barriers to accessing prevention and early intervention mental health services, those at risk of suicide, and those who are unserved, underserved, and inappropriately served. Activities include mental health assessments; substance abuse screenings; transportation to medical appointments; assisting with maintaining appropriate levels of home and personal safety; and providing suicide prevention, intervention, education, and screenings and short term early intervention counseling services. DBH has been providing countywide OACS to eligible older adult San Bernardino County residents, with the approval of the California Mental Health Oversight and Accountability Commission, through a Memorandum of Understanding with the County Department of Aging and Adult Services (High Desert region) and contracted service providers since 2009.
PROCUREMENT
On January 7, 2020, the County Administrative Office approved and authorized the release of a Request for Proposals (RFP), RFP#19-71, RFP# DBHE20-ADMN-3591 to solicit agencies to provide OACS, for the period of July 1, 2020 through June 30, 2025. The RFP was publicly advertised through direct mailings to more than 400 community based organizations, advertised in eight local newspapers, and listed on the County’s Electronic Procurement Network (ePro).
A total of four agencies were in attendance at the mandatory proposal conference on January 21, 2020. Two proposals were received in response to the RFP; and both proposals met procurement qualifications and were reviewed during the evaluation process.

The evaluation committee was comprised of six individuals from the County’s Human Services Administration, Department of Children and Family Services, Department of Transitional Assistance and DBH. The committee reviewed and evaluated proposals based on the following criteria: demonstrated ability to serve target population; ability to provide required services as specified in the RFP; demonstrated ability to serve the required number of unduplicated participants; ability to provide specified services by the contract start date; experience providing services described in the RFP; staffing levels; appropriate facility location to proposed service area; availability of public transportation and facility layout; and ability to provide required services in the specified geographic area.
Based on the evaluation results, both of the evaluated proposers were recommended for contract award for the regions listed below. These agencies are currently providing OACS to San Bernardino County residents and will continue providing services for the period of January 1, 2021 through June 30, 2025.

The recommended agencies were selected for one or more of the following reasons: has sufficient knowledge, timeline provided meets the RFP requirements, demonstrated ability to provide services to the target population, ability to meet requirements, readiness to adopt changes as needed, ability to provide services to multiple communities at multiple local locations within the specified geographic area, ability to serve a greater number of participants over a larger area, and experience to best meet the needs of the County in providing OACS to eligible older adult residents
The recommended contracts to provide countywide OACS is contingent upon funding and contractor performance. DBH will monitor contractor performance on a regular basis to ensure performance and compliance standards are met.
