RECOMMENDATION(S)

Recommendation

1.                     Accept grant award agreement (Work Order Agreement No. 0187.4080) from Public Health Foundation Enterprises, Inc. dba Heluna Health for the Epidemiology and Laboratory Capacity Coronavirus Aid, Relief, and Economic Security Act funding to support prevention and control activities related to COVID-19, in the amount of $984,813, for the period of May 1, 2020 through March 31, 2022.

2.                     Authorize the Auditor-Controller/Treasurer/Tax Collector to post the adjustments as indicated in the Financial Impact section below to the Department of Public Health 2020-21 budget in the amount of $984,813 for the Epidemiology and Laboratory Capacity Coronavirus Aid, Relief, and Economic Security Act funding.  (Four votes required).

3.                     Authorize the Chairman of the Board of Supervisors, the Chief Executive Officer, or the Director of the Department of Public Health to accept non-substantive amendments to the grant award agreement, on behalf of the County, subject to review by County Counsel.

4.                     Direct the Chairman of the Board of Supervisors, the Chief Executive Officer, or the Director of the Department of Public Health to transmit all documents in relation to the grant award agreement to the Clerk of the Board of Supervisors within 30 days of execution.

FINANCIAL IMPACT

This item does not impact Discretionary General Funding (Net County Cost).  The grant award agreement in the amount of $984,813 from Public Health Foundation Enterprises, Inc. dba Heluna Health (Heluna Health) for the Epidemiology and Laboratory Capacity Coronavirus Aid, Relief, and Economic Security (ELC CARES) Act funding, does not require a match.  The Department of Public Health (DPH) is requesting a $984,813 budget adjustment to the 2020-21 budget for this COVID related funding.

BACKGROUND INFORMATION

The goal of Heluna Health’s ELC CARES Act grant award is to provide funds to local health jurisdictions in order to rapidly establish and monitor key activities related to COVID-19 in the areas of epidemiology, laboratory and informatics. DPH will utilize the award to monitor the indicators associated with these activities that are intended to assist State, local and territorial governments in making data-driven policy decisions regarding testing, mitigation and prevention efforts. 

 

ELC activities to support the prevention and control related to COVID-19 will include conducting contact tracing,  improving morbidity and mortality surveillance, enhancing laboratory testing and reporting capacity, prevention and control of COVID-19 in healthcare settings and protection of vulnerable or high-risk populations, monitoring and mitigation of COVID-19 introductions from connected jurisdictions, working with the healthcare system to manage and monitor system capacity, and improving understanding of jurisdictional communities with respect to COVID-19 risk.

 

Heluna Health was allocated funding from the California Department of Public Health to provide local health jurisdiction’s ELC CARES Act grant awards in response to the COVID-19 pandemic.  On June 29, 2020, the County Administrative Office authorized the submission of a grant application to Heluna Health for ELC CARES Act funding, in the amount of $984,813, for the period of May 1, 2020 through March 23, 2022.

 

On October 13, 2020 DPH received the grant award agreement (Work Order Agreement No. 0187.4080) from Heluna Health for the ELC CARES Act funding, in the amount of $984,813, for the period of May 1, 2020 through March 23, 2022.

 

This item is being presented at this time, as this is the first available date following the required operational, fiscal, and legal reviews.  Approval by the Board of Supervisors at this time will not impact DPH services or ELC CARES Act COVID-19 related services and activities.
