Recommendation
1. Approve the California Statewide Automated Welfare System Consortium IV extension of ongoing production operations for continued support of San Bernardino County public assistance programs, in an amount not to exceed $1,383,407, for the period of November 1, 2020 through September 30, 2021.
2. Authorize the Purchasing Agent to sign the California Statewide Automated Welfare System Consortium IV Extension of Ongoing Production Operations document (County Purchase SB-04-2020).

FINANCIAL IMPACT
This item does not require additional Discretionary General Funding (Net County Cost). The California Statewide Automated Welfare System (CalSAWS) Consortium IV (C-IV) purchase of Extension of Ongoing Production Operations will not exceed $1,383,407. The cost will be funded with 95% ($1,314,237) state and federal funds made available through the California Work Opportunity and Responsibility to Kids, Medi-Cal and CalFresh allocations, and 5% ($69,170) Net County Cost. Adequate appropriation and revenue have been included in the Human Services Administrative Claim 2020-21 budget and will be included in the 2021-22 recommended budget.
BACKGROUND INFORMATION
The Transitional Assistance Department (TAD) is mandated and responsible to administer public assistance programs for eligible San Bernardino County residents in need of financial, nutritional and/or medical assistance, as well as providing Foster Care, Child Care and Welfare-to-Work services. Since 1996, the County has been a member of the CalSAWS Consortium, which consists of 58 counties operating under a Joint Powers Authority and responsible for CalSAWS development and maintaining the statewide C-IV System.
The recommended County Purchase is necessary to maintain the business requirements for the administration of the County’s public assistance programs. The ongoing production operations for continued support of the CIV System includes:
• Remote maintenance per Managed Kiosk, enhanced central support per Managed Kiosk, central support for the County’s Managed workstation image per Managed Kiosk.
• Enhanced central support per Facilitated Access Control Tablet (FACT), remote maintenance per Managed FACT, central support for the County’s Managed workstation image per Managed FACT.
• Remote maintenance per Managed workstation, central support for the County’s Managed workstation image per Managed workstation, WAN Administration, central support for the County’s Customer Service Center and Regional Contact Center workers, and remote maintenance per Managed agent workstation.
On October 22, 2019 (Item No. 45), TAD received approval by the Board of Supervisors (Board) to extend ongoing production operations charges for continued support of San Bernardino County public assistance programs.
On October 26, 2020, TAD received the CIV Extension of Ongoing Production Operations (County Purchase SB-04-2020) document from CalSAWS in an amount not to exceed $1,383,407, for the period of November 1, 2020 through September 30, 2021. This item is being presented at this time, as this is the first available date following the required operational, fiscal, and legal reviews. Approval by the Board at this time will not impact TAD’s CIV services or activities.
PROCUREMENT
As a member of the Consortium, the County does not separately solicit for these services and is bound to utilize the software system and vendor that was selected through a competitive process by the Consortium.
