Approve Revenue Agreement with the California Department of Food and Agriculture, Animal Health and Food Safety Services Division/Meat, Poultry, and Egg Safety Branch (State Agreement No. 20-2487-000-SA) which will reimburse the Department of Agriculture/Weights & Measures for performing inspection services related to the County Retail Egg Inspections program for a maximum reimbursement of $21,609.38 from July 1, 2020 through June 30, 2021.

FINANCIAL IMPACT

This item will not result in the use of additional Discretionary General Funding (Net County Cost).  The revenue agreement specifies a term from July 1, 2020, through June 30, 2021, for a maximum reimbursement of $21,609.38. Appropriation and revenue that is included in the Department of Agriculture/Weights & Measures 2020-21 budget is less than the amount specified in the revenue agreement. Approval of budget adjustments to the Agriculture/Weights & Measures 2020-21 budget is not requested at this time, but may be included on a future quarterly countywide budget report presented to the Board of Supervisors for approval. Services per the revenue agreement will be provided by existing AWM staff. 

 

BACKGROUND INFORMATION

This revenue agreement with the California Department of Food And Agriculture, Animal Health and Food Safety Services Division/Meat, Poultry, and Egg Safety Branch (CDFA, AHFSS) will reimburse AWM for performing inspection services related to the Egg Quality Retail Inspection Program for a maximum reimbursement of $21,609.38 from July 1, 2020, through June 30, 2021.

 

This revenue agreement aligns with the County and Chief Executive Officer’s Goals and Objectives to Pursue County Goals and Objectives by Working with Other Agencies with respect to performing inspections for the Retail Egg Inspection Program on behalf of CDFA, AHFSS and receiving reimbursement for the work performed.

 

AWM will conduct egg inspections services at retail sales locations including inspections at grocery stores, certified farmer’s markets, non-certified farmer’s markets, and other retail establishments in order to ensure that retail shell eggs meet established tolerances and regulations. The inspections are performed by counties under the authority of California Food and Agriculture Code Division 12, Part 4, Chapter 1 (commencing with Section 27501).  All inspections will conform to the current version of the Egg Safety and Quality Management Program (ESMQ) Compliance and Risk Based Inspection protocols noted in the agreement work plan.

 

The Board first approved the initial revenue agreement with CDFA, AHFSS on September 10, 2019 (Item No. 12), to provide inspection services related to the County Retail Egg Inspection program at locations throughout San Bernardino County.

 

On July 21, 2019, AWM received the State revenue agreement in the amount of $21,609.38, for the period of July 1, 2020 through June 30, 2021. This item is being presented to the Board at this time as this is the first date available for presentation following the required operational, fiscal and legal reviews. Approval at this time will have no impact on work performed for the County Retail Egg Inspection program since July 1, 2020 as it will be reimbursed under this agreement.
