RECOMMENDATION(S)

Recommendation

1.                     Find the 800 MHz Antenna Generator - Aerojet Chino Hills Microwave Site Generator Project, located at a remote location within San Bernardino County, is exempt under the California Environmental Quality Act (CEQA) Guidelines, Section 15303, Class 3, New Small Structures.

2.                     Find the 800 MHz Antenna Generator - Little Sunset Microwave Site Generator Project, located at a remote location within San Bernardino County, is exempt under the California Environmental Quality Act (CEQA) Guidelines, Section 15303, Class 3, New Small Structures.

3.                     Approve plans and specifications, and authorize the Deputy Director of the Real Estate Services Department - Project Management to advertise for competitive bids for the 800 MHz Antenna Generator - Aerojet Chino Hills Microwave Site Generator Project and Little Sunset Microwave Site Generator Project, under one Bid Package.

4.                     Direct the Clerk of the Board to file and post the Notices of Exemption for the 800 MHz Antenna Generator - Aerojet Chino Hills Microwave Site Generator Project and Little Sunset Microwave Site Generator Project as required Under California Environmental Quality Act.

FINANCIAL IMPACT

Approval of the bid documents and the solicitation of competitive bids will not result in the use of additional Discretionary General Funding (Net County Cost). The 800 MHz Aerojet Generator Replacement Project (Aerojet Project) budget of $726,302 (WBSE 10.10.0997) and 800 MHz Little Sunset Generator Replacement Project (Little Sunset Project) budget of $726,302 (WBSE 10.10.0993), for a combined project budget of $1,452,604 is funded with Discretionary General Funding previously approved by the Board of Supervisors (Board) as part of the 2011-12 Capital Improvement Program (CIP) Countywide 800 MHz Antenna Upgrade Program. Sufficient appropriation is included in the 2020-21 CIP budget.

 

BACKGROUND INFORMATION

Approval of this item will allow the Real Estate Services Department - Project Management (RESD-PM) to solicit competitive bids for the Aerojet Project and the Little Sunset Project under one Bid Package in furtherance of the 800 MHz Antenna Upgrade Program. The two projects, the Aerojet Project and the Little Sunset Project are located at two remote locations within the County of San Bernardino, CA. The Aerojet Project and the Little Sunset Project will replace the outdated existing generators within their respective enclosures and install new and more efficient generators with enhanced (level II) enclosures. The scope of work will consist of replacing existing generators with new generators, adding new belly tanks, new Automatic Transfer Switches (ATS), and new Manual Transfer Switches with integrated Camlocks, and completing minor electrical work. These upgrades to the 800 MHz Generator Sites will provide reliable, and cost effective electrical power to support the signal transmission from the Sites to multiple first responders, including but not limited to County Fire, Sheriff, and Emergency Medical Responders, thereby supporting the County and Chief Executive Officer Goals and Objectives of Improving County Government Operations.

 

It is recommended the Board find the Aerojet Project and Little Sunset Project to be categorically exempt from further review under Section 15303, Class 3, (New Small Structures) of the California Environmental Quality Act Guidelines (CEQA) (Title 14, California Code of Regulations).  As evidenced by the Notices of Exemption, Section 15303 provides categorical exemption for projects involving Class 3, new small structures.  All work involved in the Aerojet Project and Little Sunset Project is consistent with Class 3 exemptions, which will not have a significant environmental impact

 

PROCUREMENT

On November 21, 2020, RESD-PM will advertise for competitive bids for the Aerojet Project and the Little Sunset Project under one Bid Package. A mandatory Pre-Bid Meeting for prospective bidders is scheduled to be on December 15, 2020. On December 15, 2020, prospective Bidders will meet with the Project Manager at 8:00 a.m. at the Gate located at 33°57'20.3"N 117°43'43.3"W. A caravan will follow the Project Manager to the Aerojet project site. After visiting the Aerojet project site, the Project Manager and prospective bidders will progress to the Little Sunset project site located at (34°0'49.32"N 117°8'18.60"W). The bid opening is scheduled for January 19, 2020 at 2:00 p.m. at RESD-PM.

 

Pursuant to California Public Contract Code Section 22032 and 22039, the Board shall adopt plans, specifications, and working details for public projects exceeding $200,000. Plans and specifications are on file with the Clerk of the Board.
