Recommendation

Approve Amendment No. 1 to Agreement No. 19-410 with Saint George’s University Limited, to provide additional rotation positions for medical students of Saint George’s University Limited at Arrowhead Regional Medical Center, increasing the contract revenue amount by $230,300, from $2,724,350 to $2,954,650, with no change to the contract period of July 1, 2019 through June 30, 2022.

FINANCIAL IMPACT

Approval of the amendment with St. George’s University Limited (SGU) will not result in the use of Discretionary General Funding (Net County Cost). Arrowhead Regional Medical Center (ARMC) will receive reimbursement from SGU for the provision of teaching and support of the SGU medical students. Approval of the necessary budget adjustment to ARMC is not requested at this time, but will be included in a future quarterly countywide budget report presented to the Board of Supervisors (Board) and will be included in future recommended budgets.

 

BACKGROUND INFORMATION

Approval of this Amendment No. 1 to Agreement No. 19-410 will allow for additional medical students from Saint George University Limited (SGU) to do clinical rotations at ARMC. The amendment revises the number of guaranteed slots for SGU to have clinical rotations and replaces the fee schedule in the Agreement that addresses weekly reimbursement rates for student rotations and payments related to various medical specialties. The clinical training is in the fields of Emergency Medicine, Family Medicine, Internal Medicine, Obstetrics/Gynecology, Pediatrics, Psychiatry and Surgery.

 

The amendment and related agreement with SGU provides for the safety, health and social service needs of County residents by providing needed education to medical students while also providing high quality health care to County residents.  Additionally, some of the medical students will be recruited to ARMC’s medical residency programs after completion of medical school and continue to serve the needs of our County residents.

 

On June 25, 2019 (Item No. 8), the Board approved Agreement No. 19-410 for clinical rotations with SGU in the total amount of $2,724,350 for the three-year contract period of July 1, 2019 through June 30, 2022. The contract amount is a reimbursement from SGU to ARMC for students receiving clinical training.

 

Although the County is partnering with the California University of Science and Medicine (CUSM), with the construction of their new medical school facility adjacent to the ARMC campus, ARMC endeavors to maintain close ties to other medical schools in order to fulfill a key component of our mission to educate medical students in a variety of disciplines and to ultimately attract physicians who will stay and provide medical services to the residents of this County. Therefore, ARMC recommends approval of this first contract amendment with SGU to promote and address the health needs of County residents.
