Approve Cooperative Agreement with the San Bernardino Council of Governments, in an amount not-to-exceed $12,457 for development of the San Gabriel Mountains Recreation Opportunities Project (Project) through the completion and closeout of the Project or on June 30, 2021, whichever is earlier in time.

FINANCIAL IMPACT

Approval of this item will result in the use of additional Discretionary General Funding (Net County Cost), in an amount not-to-exceed $12,457. Sufficient appropriation has been included in the Department of Public Works (Department) 2020-21 Road Operations budget. The request for Discretionary General Funding is included in the 2020-21 First Quarter Budget Report, presented to the Board of Supervisors (Board) on this date.

 

BACKGROUND INFORMATION

President Barack Obama designated the San Gabriel Mountains National Monument on October 10, 2014. Leaders in San Bernardino County and the U.S Forest Service (USFS) were interested in having discussions with community stakeholders on the management and uses of the portions of the San Gabriel Mountains within San Bernardino County that were excluded from the San Gabriel Mountains National Monument. The designation excluded areas including Cucamonga Canyon and Lytle Creek.

 

Approval of this Cooperative Agreement (Agreement) will authorize the County of San Bernardino (County) to partner with the San Bernardino Council of Governments (SBCOG) to contract with Costin Public Outreach Group to prepare and implement a public outreach plan for the Cucamonga Canyon Management Plan and Lytle Creek Management Plan to address the issues related to overuse.

 

SBCOG and the County will contribute funding for both the Cucamonga Canyon and Lytle Creek plans and the Rancho Cucamonga Fire Protection District (RC Fire) will contribute funding towards the Cucamonga Canyon plan. The total cost for development of the Cucamonga Canyon plan is estimated to be $26,980 with SBCOG contributing $2,702, the County contributing $2,703 and RC Fire contributing $21,575. The cost for development of the Lytle Creek plan is estimated to be $26,980 with SBCOG contributing $17,226 and the County contributing $9,754. The term of the Agreement shall continue in full force and effect through completion and closeout of the project or on June 30, 2021, whichever is earlier in time.

 

On June 23, 2015 (Item No. 48) the Board approved County Contract No. 15-488 in the amount of $76,667, for the period June 23, 2015 through June 30, 2017, to partner with SBCOG to provide funding to the USFS to develop management plans for the Cucamonga Canyon and Lytle Creek areas of the forest to address the issues related to overuse. The County Administrative Office was the contact for the contract with Land Use Services responsible for paying the invoices.

 

On January 8, 2019 (Item No. 22) the Board approved Amendment No. 1 to San Bernardino County Contract No. 15-488 for San Gabriel Mountains Recreation Opportunities Project with SBCOG to extend the term of the contract through June 30, 2020.

 

The Agreement will provide for the safety, health and social service needs of county residents by creating better access to recreational use areas. Furthermore, execution of the Agreement allows the County to meet its goals and objectives by working cooperatively with SBCOG.
