RECOMMENDATION(S)

Recommendation

1.                     Rescind acceptance by the Board of Supervisors on November 17, 2020 (Item No. 24), of the Joint Conference Committee meeting minutes of the meeting held on December 19, 2019.

2.                     Accept the Joint Conference Committee meeting minutes of meetings held on December 19, 2019 and August 6, 2020.

3.                     Direct the Clerk of the Board to maintain as confidential the closed session documents of the meeting minutes described in Recommendation Number 2 pursuant to Evidence Code section 1157 et seq.

FINANCIAL IMPACT

Acceptance of the Joint Conference Committee (JCC) meeting minutes will not result in the use of Discretionary General Funding (Net County Cost) as the JCC meeting minutes are non-financial in nature.

 

BACKGROUND INFORMATION

On March 22, 1994, the Board of Supervisors established a JCC to serve as a communication mechanism between the Board of Supervisors as the governing body of Arrowhead Regional Medical Center (ARMC) and the medical staff of ARMC. 

 

On November 17, 2020 (Item No. 24), the Board of Supervisors accepted the minutes from a JCC meeting held on December 19, 2019.  However, due to a clerical error, the attachments included in this item were incorrect.  Therefore, it is requested the Board rescind acceptance of the minutes from the JCC meeting held on December 19, 2019 and accept the correct minutes attached to this item as Attachment “A”.

 

A delay in bringing the December 19, 2019, minutes to the Board for acceptance was due to the COVID-19 pandemic, which began in March 2020.  The quarterly JCC meeting was scheduled for March 2020, but was cancelled due to COVID-19.  Therefore, these minutes were not approved by the JCC members until the next JCC meeting held on August 6, 2020.  Immediately after that meeting, these minutes were submitted to the Board on the next available date.  Unfortunately, this item was presented with the incorrect attachments.

 

On August 6, 2020, a JCC meeting was held.  The minutes from this meeting of the JCC were approved by the JCC members at the meeting held on November 5, 2020.

Discussion items at these meetings included updates on the ARMC facility, Inpatient Behavioral Health Unit, medical staff issues, legislation, and state and federal budgets as recorded on the meeting minutes.  The minutes of this meeting are attached as Attachment “B.”

 

Pursuant to Evidence Code section 1157 et seq., reports of hospital audit or quality assurance committees may be ordered to be held in closed session.  Documents pertaining to the closed session portion of the JCC meeting are available for review by the governing body, but shall otherwise be maintained as confidential by the Clerk of the Board.
