Recommendation
Approve contracts with the following agencies to provide Ryan White Part B HIV Care Program and Part B Minority AIDS Initiative services, in the total amount of $2,245,530, for the three-year contract period of April 1, 2021 through March 31, 2024:
1. Borrego Community Health Foundation, in the amount of $204,039.
2. Foothill AIDS Project, in the amount of $1,542,645.
3. Young Scholars for Academic Empowerment dba TruEvolution, Inc., in the amount of $498,846.

FINANCIAL IMPACT
This item does not impact Discretionary General Funding (Net County Cost). The total amount of $2,245,530 for these contracts is funded by Ryan White Part B Human Immunodeficiency Virus (HIV) Care Program ($2,034,717) and Part B Minority AIDS Initiative (MAI) ($210,813) through the California Department of Public Health, Office of Acquired Immunodeficiency Syndrome (AIDS). Adequate appropriation and revenue have been included in the Department of Public Health’s (DPH) 2020-21 budget and will be included in future recommended budgets.
BACKGROUND INFORMATION
The Office of AIDS is the State grantee for Ryan White Part B and allocates funds for the administration of HIV Care Program (HCP) and MAI through local health jurisdictions, such as San Bernardino County. DPH, acting as the designee, administers these funds. Ryan White Part B funds provide support services to those affected by HIV/AIDS while MAI funds are intended to specifically improve HIV-related health outcomes for racial/ethnic minority communities and reduce HIV-related health disparities. Under the terms of the recommended contracts, contractors will provide HCP support services which include, case management, outreach, food services, and medical transportation, and Part B MAI services will include outreach to specific targeted populations of African American and Latino minorities affected by HIV. Ryan White Part B funds must be used for individuals with HIV/AIDS residing in San Bernardino County.
Contractor performance will be measured by review of monthly reporting and required data submission, and an annual site visit by County staff to monitor compliance with the administrative, program, and fiscal terms and conditions of the contract.
PROCUREMENT
On June 17, 2020, the Chief Executive Officer approved and authorized the release of a Request for Proposals (RFP) to solicit agencies to provide Ryan White Part B services for persons living with HIV/AIDS.
The RFP was posted on the County of San Bernardino’s Electronic Procurement Network (ePro) and mailed to prospective agencies. A mandatory proposal conference was held on July 1, 2020. Agencies could bid for one or more service categories. A total of three proposals were received in response to the RFP:

An evaluation team consisting of representatives from Human Services Program Development Division, Children and Family Services, and DPH evaluated the proposals based on the following criteria: Agency Infrastructure/Capacity, Experience and Strategic Approach, Scope of Work, and Cost/Budget Summary and expectations.

All three agencies have been recommended for award based on their responsiveness to the RFP, service areas, and available funding. Recommended contracts are written for the period of April 1, 2021 through March 31, 2024, with the option to renew for two additional one-year periods.
