RECOMMENDATION(S)
Recommendation
1. Accept and approve grant award agreement (State Agreement No. 20-10751) from the California Department of Public Health for the “Integrated HIV Programs for Health Departments to Support Ending the HIV Epidemic in the United States” project, in the amount of $5,017,320, for the period of August 1, 2020 through July 31, 2025.
2. Designate the Chairman of the Board of Supervisors, the Chief Executive Officer, or the Director of the Department of Public Health to accept any subsequent non-substantive amendments in relation to this grant award agreement, on behalf of the County, subject to review by County Counsel.
3. Direct the Chairman of the Board of Supervisors, the Chief Executive Officer, or the Director of the Department of Public Health to transmit all non-substantive amendments in relation to this grant award agreement to the Clerk of the Board of Supervisors within 30 days of execution.

FINANCIAL IMPACT
This item does not impact Discretionary General Funding (Net County Cost). The grant funding in the amount of $5,017,320 from the California Department of Public Health (CDPH) for the “Integrated HIV Programs for Health Departments to Support Ending the HIV Epidemic in the United States” project does not require a match. Approval of the necessary budget adjustments to the Department of Public Health’s (DPH) 2020-21 budget is not requested at this time, but will be included on a future quarterly countywide budget report presented to the Board of Supervisors (Board) for approval. Adequate appropriation and revenue will be included in DPH’s future recommended budgets.
BACKGROUND INFORMATION
CDPH is providing grant funding allocated to local health jurisdictions to support ending the HIV epidemic in America. The “Integrated HIV Programs for Health Departments to Support Ending the HIV Epidemic in the United States” project funds are to be utilized to plan, develop, and implement programs tailored to the project within each local health jurisdiction. DPH will use the funding focusing on the following project goals:
Diagnose
• Increase HIV diagnoses by expanding routine opt-out HIV screening in healthcare settings
• Develop locally-tailored HIV testing programs to reach persons in non-healthcare settings
• Increase at least yearly re-screening of persons at elevated risk for HIV in healthcare and non-healthcare settings
Treat
• Ensure rapid linkage to HIV medical care and antiretroviral therapy initiation for all persons with newly diagnosed HIV
• Support re-engagement and retention in HIV medical care and treatment adherence
Prevent
• Accelerate efforts to increase pre-exposure prophylaxis (PrEP) use
• Increase availability, use, and access to and quality of comprehensive syringe services programs
Respond
• Develop partnerships, processes, data systems, and policies for cluster detection and response
• Investigate and intervene in networks with active transmission
• Identify and address gaps in programs and services by cluster detection and response
On November 16, 2020, DPH received the grant award agreement (State Agreement No. 20-10751) from CDPH for the “Integrated HIV Programs for Health Departments to Support Ending the HIV Epidemic in the United States” project, in the amount of $5,017,320, for the period of August 1, 2020 on through July 31, 2025.
This item is being presented at this time, as this is the first available date following the required operational, fiscal, and legal reviews. Approval by the Board of Supervisors at this time will not impact DPH’s HIV prevention services or activities.
