Recommendation
1. Acting as the governing body of County Service Areas and their Zones, approve Amendment No. 2 to Contract No. 16-376 for Assignment and Consent to Assignment from Hidden Valley Pump Systems, Inc. to Brax Company, Inc. for the provision of on-call and emergency maintenance/repair services for water wells, booster pumps, and sewer pumping facilities through the remaining contract term ending June 30, 2021.
2. Acting as the governing body of Big Bear Valley Recreation and Park District, approve Amendment No. 2 to Contract No. 16-376 for Assignment and Consent to Assignment from Hidden Valley Pump Systems, Inc. to Brax Company, Inc. for the provision of on-call and emergency maintenance/repair services for water wells, booster pumps, and sewer pumping facilities through the remaining contract term ending June 30, 2021.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost) as the amendment merely consents to assignment of the subject contract with no change to the amount for services.
BACKGROUND INFORMATION
The Department of Public Works - Special Districts (Department) maintains and operates water and wastewater facilities for the Board Governed County Service Areas and their Zones, Big Bear Valley Recreation and Park District, and Bloomington Recreation and Park District. These facilities include water wells, booster pumps, and sewer lift stations/pumps. On occasion, these facilities require emergency repairs and some routine maintenance for which service providers are required. The ability to have qualified contractors available for these services greatly enhances and expedites the Department’s capability to respond to both emergency and routine repair needs throughout the County.
On June 14, 2016 (Item No. 144), the Board of Supervisors (Board) approved an agreement with Hidden Valley Pump Systems, Inc. (Contract No. 16-376) to provide on-call and emergency maintenance/repair services for water wells, booster pumps, and sewer pumping facilities for a three-year term from July 1, 2016 through June 30, 2019. The agreement included the option to extend the term for one additional two-year period by mutual agreement of the parties.
On June 11, 2019 (Item No. 101), the Board approved Amendment No. 1 to Contract No. 16-376 that exercised the option to extend the term of the contract by two years through June 30, 2021.
On November 12, 2020, the Department was notified of the name and structure change of Hidden Valley Pump Systems, Inc. Approval of the recommended Amendment No. 2 for Assignment and Consent to Assignment of Contract No. 16-376 will allow the Department to utilize the successor (Brax Company, Inc.) for the provision of on-call and emergency maintenance/repair services for water wells, booster pumps, and sewer pumping services through the end of the contract term.
