Recommendation

1.                     Approve Amendment No. 3 to the Unified Participation Agreement No. 20-106 with American Heart Association, Inc. to add Get With The Guidelines-Resuscitation Program, increasing the annual cost by $5,693, from $10,515 to $16,208, effective January 5, 2021, for the contract period of February 11, 2020 through February 10, 2023.

2.                     Approve Amendment No. 4 to the Unified Participation Agreement No. 20-106 with American Heart Association, Inc. providing a three-year price guarantee for the subscription and participation in the Get With The Guidelines-Resuscitation Program, with a decrease in the total annual contract cost of $313, from $16,208 to $15,895, effective January 5, 2021, for the contract period of February 11, 2020 through February 10, 2023.

FINANCIAL IMPACT

Approval of this item with American Heart Association, Inc. (AHA) will not result in the use of Discretionary General Funding (Net County Cost) as the total annual cost of $15,895 is funded by State Medi-Cal, Federal Medicare, private insurances, and other departmental revenue. Funding sources may change in the future pending any legislative activity related to the repeal and/or replacement of the Affordable Care Act. Sufficient appropriation and revenue are included in the Arrowhead Regional Medical Center (ARMC) 2020-21 budget and will be included in future recommended budgets.

 

BACKGROUND INFORMATION

Approval of this Recommendation No. 1 will allow ARMC to participate in the Get With The Guidelines-Resuscitation (GWTG-R) program.  This program will improve the quality of care for hospitalized patients by promoting consistent adherence to evidence-based clinical practice guidelines for the care of patients during cardiac arrest.  The GWTG-R is the national standard for benchmarking resuscitation supports future efforts for obtaining Chest Pain Center accreditation through the American College of Cardiology.  Obtaining Chest Pain Center Accreditation is an Inland Counties Emergency Medical Agency (ICEMA) requirement for hospitals seeking ST-Segment Elevation Myocardial Infarction (STEMI) Center designation, which demonstrates a hospital that has the personnel, infrastructure and expertise to diagnose and treat patients who require intensive medical and surgical care, specialized tests, or interventional therapies for cardiovascular issues. 

 

Approval of Recommendation No. 2 will allow ARMC to enter into a three-year price guarantee, which will reduce the annual cost by $313.

 

 

PROCUREMENT

On March 10, 2020 (Item No. 14), the Board Approved the Unified Participation Agreement with the American Heart Association, Inc. for the subscription and participation in the Get With The Guidelines - Stroke Registry, for an initial period of one-year, automatically renewing for one-year periods, at a yearly cost of $10,914.

 

On September 15, 2020 (Item No. 13), the Board Approved Amendment No. 1 to the Unified Participation Agreement No. 20-106 with American Heart Association, Inc. to include participation in the Coverdell Acute Stroke Registry, at no additional cost effective September 15, 2020, with no change to the contract period of February 11, 2020 through February 10, 2021, automatically renewing for one-year periods. The Board Approved Amendment No. 2 to the Unified Participation Agreement No. 20-106 with American Heart Association, Inc. providing a three-year price guarantee for the subscription and participation in the Get With The Guidelines Stroke Registry, with a decrease in the annual cost of $399, from $10,914 to $10,515, with no change to the contract period of February 11, 2020 through February 10, 2021, automatically renewing for one-year periods.

 

Subscription and participation in the Unified Participation Agreement is a non-competitive procurement as the access to the specific stroke data and the submission of data to regulatory agencies is propriety to the AHA.  Purchasing supports this non-competitive procurement.
