RECOMMENDATION(S)

Recommendation

1.                     Accept and approve Emergency Solutions Grant Coronavirus Standard Agreement No. ESG-CV1-00038 with the State of California Department of Housing and Community Development in the amount of $1,246,600 to fund emergency shelter, rapid rehousing, and homelessness prevention services resulting from the Coronavirus pandemic.

2.                     Authorize the Chief Executive Officer to submit grant documents and execute any subsequent non-substantive amendments in relation to this grant award agreement, subject to review by County Counsel.

3.                     Direct the Chair of the Board of Supervisors or Chief Executive Officer or the Director of Community Development and Housing Department to transmit all documents and amendments in relation to this grant award to the Clerk of the Board of Supervisors within 30 days of execution.

FINANCIAL IMPACT

Approval of this item will not result in the use of any Discretionary General Funding (Net County Cost). Adequate appropriation and revenue have been included in the Community Development and Housing (CDH) 2020-21 Departmental budget (Cost Center: 6210002483); there is no match requirement for this funding.

 

BACKGROUND INFORMATION

On August 11, 2020 (Item No. 21), the Board of Supervisors ratified and authorized Community Development and Housing (CDH) to submit a grant application in an amount not to exceed $2,492,000 to State of California Housing and Community Development (HCD) for Emergency Solutions Grant Program Coronavirus (ESG-CV). The ESG-CV funding which was made possible as a provision of the Federal Coronavirus Aid, Relief, and Economic Security (CARES) Act, will provide services to prevent, prepare for, and respond to coronavirus among individuals and families who are experiencing homelessness or receiving homeless assistance.

 

ESG-CV1 funding shall support emergency shelter services consisting of non-congregate shelter such as hotel and motel rooms to prevent the spread of coronavirus to other shelter occupants or household members. Funding shall also support additional homeless assistance and homeless prevention activities to mitigate the impacts created by coronavirus. Funded activities may include the leasing of existing properties or temporary structures as well as the provision of assistance with rent or utility payments. ESG-CV1 funding can also be used to further street outreach activities in light of the health crisis through the funding of items such as the installation and maintenance of handwashing stations and bathrooms (e.g. porta potties) in outdoor locations for people experiencing unsheltered homelessness. However, the ESG-CV1 state funds will primarily be used to provide permanent housing support and solution to homeless clients receiving short and long-term housing services as part of the statewide initiatives known as Project Roomkey (PRK) and Project Homekey (PHK). PRK and PHK are state-funded programs developed to provide housing solutions and services for those most vulnerable and likely to contract and spread the coronavirus.

 

CDH is requesting to accept the grant award made by HCD to fund ESG-CV. The proposed activity budgets are as follows:

CDH will issue a Notice of Funding Availability to select qualified service providers to render ESG-eligible homeless services such as emergency shelter with the focus on non-congregate temporary shelter, security deposit and rental assistance, and case management for COVID-19 impacted homeless clients. The services may be used to supplement the services currently being provided to PRK and PHK clients who are transitioning into permanent housing; however, they may not be exclusively offered to those clients.  All monies must be expended no later than July 30, 2022. The contracts for the selected service providers will be brought to the Board for consideration at a later date.
