Ensure Development of a Well-Planned, Balanced, and Sustainable County.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The San Bernardino County Flood Control District (District) costs associated with this amendment are limited to administrative costs related to the approval of this amendment. Development, operation, and maintenance of the proposed extension of the existing recreational multi-use community trail (Trail) segment will be at the sole expense of the City of Twentynine Palms (City). Although the District will not receive a fee from the City for allowing the use of the District’s right-of-way for the trail, the District will benefit from the reduced maintenance costs in the area of common use for the trail segment and County residents will recognize the recreational and health benefits of the trail. Sufficient appropriation has been included in the District’s 2020-21 budget (1960002540).
BACKGROUND INFORMATION
On January 9, 2018 (Item No. 42) the Board of Supervisors (Board) approved a Memorandum of Understanding (MOU) with the City under which the City may use portions of the District right-of-way in the Twentynine Palms Channel for the Trail.
The City is in the process of obtaining funding for the Trail from the California Department of Natural Resources. A state criterion for funding disbursement is that the term of the City’s agreement for the use of the Trail should be for a period through 2043. Currently, the MOU will expire in 2038. As such, the District and City seek to extend the term of the MOU until 2043 to enable the City to receive State funds. The City approved MOU Amendment No. 1 on December 8, 2020.
The Trail system is intended for use by community residents for recreational activities, including but not limited to, hiking, jogging, bicycling, and possible equestrian use. By extending the term of the MOU to authorize the continued use of its right-of-way for the Trail, the District will contribute to expanded recreational opportunities and health benefits to the community, thus aligning with the County and Chief Executive Officer’s goals and objectives to ensure development of a well-planned, balanced and sustainable County and to provide for the safety, health and social service needs of County residents.
