Recommendation

Accept allocation from the California Department of Health Care Services for the Child Health and Disability Prevention Lead Poisoning Prevention program to support lead poisoning prevent activities, in the amount of $35,850, for the period of July 1, 2020 through June 30, 2021.

FINANCIAL IMPACT

This item does not impact Discretionary General Funding (Net County Cost).  The allocation in the amount of $35,850 from the California Department of Health Care Services for the Child Health and Disability Prevention Lead Poisoning Prevention (CHDP-LPP) program does not require a match.  Approval of the necessary budget adjustments to the Department of Public Health’s (DPH) 2020-21 budget is not requested at this time, but will be included on a future quarterly countywide budget report presented to the Board of Supervisors (Board) for approval. 

 

BACKGROUND INFORMATION

CHDP is providing funding to local health jurisdictions for lead prevention activities as a result of the Early and Periodic Lead Exposure Prevention initiative.  This initiative is a collaboration between the California Department of Public Health Childhood Lead Poisoning Prevention program and the California Department of Health Care Services’ CHDP program with a goal to ensure providers are following established health care standards for blood testing of children for lead exposure.  The allocation will allow DPH to be reimbursed for program expenditures, such as personnel, training, and travel costs, under the guidelines of the CHDP-LLP program.  Lead prevention activities include completion of reviews by CHDP nursing staff of client charts to confirm they contain documentation that parents/guardians received preventive guidance, health education, counseling on early identification of and intervention for lead exposure; and to confirm children received blood lead testing at 12 and 24 months of age.

 

On October 23, 2020, DPH received the notice of the allocation from the California Department of Health Care Services for the CHDP-LPP program to support lead poisoning prevent activities, in the amount of $35,850, for the period of July 1, 2020 through June 30, 2021.  This item is being presented to the Board at this time, as this is the first date available for presentation following the required operational, fiscal, and legal reviews.  Approval by the Board at this time will have no impact on DPH’s CHDP-LPP program services and activities.
