RECOMMENDATION(S)
Recommendation
1. Acting as the governing body of the County Service Areas and their Zones:
a. Approve submission of grant applications to the California Department of Resources Recycling and Recovery for the Illegal Disposal Site Abatement Program for a period of five years or until rescinded by the Board of Supervisors, whichever occurs first.
b. Adopt resolution, as required by the California Department of Resources Recycling and Recovery, authorizing the Assistant Executive Officer of the County Administrative Office or Director of the Department of Public Works - Special Districts to sign and submit grant applications and any non-substantive application amendments related to the Illegal Disposal Site Abatement Program, subject to review by County Counsel, for a period of five years or until rescinded by the Board of Supervisors, whichever occurs first.
c. Direct the Department of Public Works - Special Districts to transmit all grant documents related to the California Department of Resources Recycling and Recovery - Illegal Disposal Site Abatement Program to the Clerk of the Board of Supervisors within 30 days of execution.
2. Acting as the governing body of the Big Bear Valley Recreation and Park District:
a. Approve submission of grant applications to the California Department of Resources Recycling and Recovery for the Illegal Disposal Site Abatement Program for a period of five years or until rescinded by the Board of Directors, whichever occurs first.
b. Adopt resolution, as required by the California Department of Resources Recycling and Recovery, authorizing the Assistant Executive Officer of the County Administrative Office or the Director of the Department of Public Works - Special Districts to sign and submit grant applications and any non-substantive application amendments related to the Illegal Disposal Site Abatement Program, subject to review by County Counsel, for a period of five years or until rescinded by the Board of Directors, whichever occurs first.
c. Direct the Department of Public Works - Special Districts to transmit all grant documents related to the California Department of Resources Recycling and Recovery - Illegal Disposal Site Abatement Program to the Secretary of the Board of Directors within 30 days of execution.

a. Approve submission of grant applications to the California Department of Resources Recycling and Recovery for the Illegal Disposal Site Abatement Grant Program for a period of five years or until rescinded by the Board of Directors, whichever occurs first.
b. Adopt resolution, as required by the California Department of Resources Recycling and Recovery, authorizing the Assistant Executive Officer of the County Administrative Office or the Director of the Department of Public Works - Special Districts to sign and submit grant applications and any non-substantive application amendments related to the Illegal Disposal Site Abatement Program, subject to review by County Counsel, for a period of five years or until rescinded by the Board of Directors, whichever occurs first.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost) as these recommendations merely authorize the Department of Public Works - Special Districts (Department) to submit grant applications for funding under the California Department of Resources Recycling and Recovery (CalRecycle) Illegal Disposal Site Abatement Program. This grant program does not require any matching funds. If grant funds are ultimately awarded, the Department will return to the Board of Supervisors/Board of Directors (Board) for acceptance of the funding.
BACKGROUND INFORMATION
In August 2020, the Department added a part-time grant position to research, identify and write grant applications for available local, state and federal funding opportunities. Thus far, staff has identified a grant opportunity from CalRecycle under the Illegal Disposal Site Abatement Program. This program provides financial assistance in the form of reimbursement grants to help public entities combat illegal dumping of solid waste that adversely impacts Californians by creating public health and environmental problems. This grant program is applicable to the Department as the funding can be used to fund operations such as those that deliver cleanup services for landfills and dumpsites at any of the County’s special districts Service Areas or Improvement Zones. For example, on a quarterly basis, CSA 20-Joshua Tree sends three (3) maintenance staff to the dumpster site to clean up the area of trash that has blown around or otherwise not been contained within the dumpsters. Additionally, they rent a dump trailer to haul away various appliances and other items that have been abandoned at the site and are not normally removed by the trash removal vendor and would be a grant reimbursable service.
In accordance with County Policy No. 05-13, the Department is seeking Board approval to submit future grant applications to CalRecycle for the Illegal Disposal Site Abatement Program. On average, the window for submittal of grant applications to CalRecycle (from notice of funding to due date) is 30 days. In most instances, this timeframe does not allow enough time to properly prepare, review and submit items for Board approval. To streamline the grant application process for the Illegal Disposal Site Abatement Program, the Department is requesting that approval for submission of the applications be for a period of five years or until rescinded by the Board, whichever occurs first. In addition, CalRecycle requires a Board-approved resolution identifying the individuals (Department Director or Assistant Executive Officer) who are authorized to sign and submit the grant documents.
