Recommendation

Approve Amendment No. 1 to Agreement No. 19-721 with Experian Health, Inc. for Payment Safe Epic External Payment Page and Precise ID, increasing the contract amount by $210,540, from $2,304,000 to $2,514,540, with no change to the contract period of February 9, 2021 through November 4, 2024.

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost).  The additional cost of $210,540 is funded by State Medi-Cal, Federal Medicare, private insurances, and other departmental revenue.  Funding sources may change in the future pending any legislative activity related to the repeal and/or replacement of the Affordable Care Act. Adequate appropriation and revenue have been included in the Arrowhead Regional Medical Center (ARMC) 2020-21 budget and will be included in future recommended budgets.

 

BACKGROUND INFORMATION

On November 5, 2019, the Board of Supervisors approved Contract 19-721 (Item No. 8) with Experian Health, Inc. for the conversion of Experian software and licensing of an additional third-party software to ensure compatibility with both the existing and new Electronic Health Record (EHR) System.  Although this allowed for compatibility between the old and new EHR system, it did not expand the functionality to allow for Electronic Data Exchanges.  In expanding the functionality, EPIC will be able to capture demographics allowing for additional site security and the ability make payments online. 

 

This Amendment adds two products: Payment Safe Epic External Payment Page and Precise ID.  These two products provide secure site access for patients to view their information and make payments, thereby increasing customer satisfaction while allowing ARMC to operate in a fiscally responsible manner by serving as a portal to increase revenue.

 

PROCUREMENT

This procurement is non-competitive as it stems from an existing agreement and provides product interoperability and compatibility with the existing Experian Health, Inc. and Electronic Healthcare Records System.  Purchasing supports this non-competitive procurement.
