RECOMMENDATION(S)
Recommendation
1. Approve Amendment No. 1 to Contract No. 4400010614 with Aero-Graphics, Inc. increasing the total contract amount from $299,985 to $599,985, for additional and enhanced aerial imagery with no change to the period of January 1, 2019, through December 31, 2021.
2. Approve Revenue Contract with Southern California Association of Governments in the amount of $300,000 for reimbursement of additional and enhanced aerial imagery provided by the County through December 31, 2021.
3. Authorize the Auditor-Controller/Treasurer/Tax Collector to post 2020-21 appropriation and revenue adjustments as detailed in the Financial Impact section (Four votes required).

FINANCIAL IMPACT
Approval of these contracts will not result in the use of additional Discretionary General Funding (Net County Cost). The cost increase of $300,000 to Aero-Graphics, Inc. (Aero-Graphics) for additional and enhanced aerial imagery will be funded in full by revenue received from Southern California Association of Governments (SCAG). An adjustment to the Department of Innovation and Technology (IT) Geographic Information System (GIS) 2020-21 budget is needed to fund the increased contract cost, as detailed below:

BACKGROUND INFORMATION
The County frequently uses GIS aerial imagery to readily respond with accurate information to daily requests and emergency situations. The County’s populated areas and landscapes change from year to year resulting in necessary updates to GIS data. This data is collected annually by aerial photography taken by flyovers of the County. The information is used to produce various maps of flood zones, fire areas, etc. IT endeavors to make GIS an affordable and effective function within the County, and to provide quality and timely GIS products and services to all GIS stakeholders including County departments and other regional government entities.
On November 27, 2018, the Purchasing Agent approved Contract No. 4400010614 with Aero-Graphics Inc., in the amount of $299,985, for the period of January 1, 2019 through December 31, 2021 to provide various aerial imagery services to the County, per Policy 11-04, Procurement of Goods, Supplies, Equipment and Services.
SCAG contacted the County regarding a program to build a collaboration of federal, state, county, city, special district, and other local agencies that require aerial imagery to meet their business needs. The goal of this collaboration is to collect aerial imagery for the entire SCAG region in a more cost effective and efficient manner while spreading the cost among a larger pool of participants. Currently, the County’s annual aerial imagery services provide 12-inch resolution photos within the visible color spectrum for approximately 4,700 square miles of the County. Under the SCAG collaboration, the County will receive six-inch resolution imagery, building footprints, and both the visible and infrared spectrums for the 4,700 square mile flight area. SCAG has proposed to fund the additional costs to obtain this enhanced imagery, which will allow the County to acquire the additional imagery products and receive higher resolution imagery. With the higher resolution imagery, building footprints can be collected which will enable the County to monitor land use and infrastructure changes over time. Additionally, the collection of building footprints will allow three-dimensional building visualizations to be generated. The inclusion of the infrared spectrum will allow vegetation to be more easily identified and categorized, bodies of water and burn areas more easily mapped, and incoming solar radiation to be estimated to meet a broader spectrum of the County’s business needs. As part of this effort, SCAG has agreed to contribute $300,000 this year.
IT recommends approval of the contracts with Aero-Graphics and SCAG to obtain additional and enhanced aerial imagery for 2021 funded in full by SCAG.
PROCUREMENT
The original purchase was competitively bid by the U.S. General Services Administration (GSA). The Purchasing Department supports the use of the GSA as their procurement process meets the county’s procurement policy requirements for competitive solicitations. Participating in this GSA provides the lowest cost for the County to acquire aerial imagery services.
