RECOMMENDATION(S)

Recommendation

1.                     Accept donation from Inland Empire Health Plan to support the Elderly Nutrition Program in the amount of $150,000, to assist in meeting the immediate nutritional needs of seniors ages 60 and over impacted by the COVID-19 health emergency.

2.                     Authorize the Auditor-Controller/Treasurer/Tax Collector to post the adjustments as indicated in the Financial Impact section below to the Department of Aging and Adult Services 2020-21 budget in the amount of $150,000 to allow sufficient appropriation for this donation (Four votes required).

This item does not require additional Discretionary General Funding (Net County Cost).  The donation in the amount of $150,000 from Inland Empire Health Plan (IEHP) will be utilized to augment funding for the Elderly Nutrition Program. The Department of Aging and Adult Services (DAAS) is requesting the following budget adjustments to its 2020-21 budget for this donation:

BACKGROUND INFORMATION

Since 1978, DAAS has administered the Elderly Nutrition Program for the County of San Bernardino. IEHP, a local public health plan, is providing a donation towards the Elderly Nutrition Program to help augment nutrition services to seniors residing in Bloomington and surrounding areas.

 

DAAS provided congregate meals to seniors at the community center located at Ayala Park in Bloomington until April 2019 when the building unexpectedly closed due to the presence of mold. Further evaluation determined the community center would be closed indefinitely and therefore meals would no longer be served at that location. DAAS immediately redirected participants to other nearby meal sites to help mitigate any disruption to services; however, it was soon determined that another appropriate site needed to be located in Bloomington to ensure senior residents continued to have access to meals locally. Working closely with the contracted meal provider, a new site was secured within the Bloomington Grove / Lillian Court Apartments complex located in Bloomington. On April 15, 2020, the Board of Supervisors (Board) approved item No. 7, which allowed the Elderly Nutrition Program to resume services in Bloomington utilizing existing federal and state funds allocated to DAAS for this program.

 

In response to the closure of the previous meal site in Bloomington and as a result of an increase in demand for services, IEHP agreed to donate funds to help augment the provision of meals in the Bloomington area. The total amount pledged is $300,000 over two fiscal years; $150,000 for 2020-21 and $150,000 for 2021-22. DAAS anticipates receiving the second half of the funds at the end of this fiscal year at which time the request to accept the remainder of the donation will be presented to the Board for approval. DAAS will review all year-end nutrition program expenditures and allocate the necessary funding required to sustain services at the Bloomington site should grant funding not be extended beyond 2021-22.

 

The initial amount of $150,000 donated by IEHP will provide 16,750 meals during 2020-21 through the Elderly Nutrition Program, which serves one meal per day, five days per week. Meals will be provided by DAAS’ contracted providers that are currently providing services under Title III C of the Older Americans Act. During the COVID-19 pandemic and until it is advised otherwise, meals will be delivered to participants’ residences in a contactless manner, adhering to all safety protocols in place. Thereafter, meals will be served in a congregate setting at the community center located within the Bloomington Grove / Lillian Court Apartments complex.
