Recommendation
Acting as the governing body of Bloomington Recreation and Park District, authorize the Auditor-Controller/Treasurer/Tax Collector to post budget adjustments to increase appropriation in the amount of $11,340 as detailed in the financial impact section for final payment costs to install a monument sign at the Dave Jayne Equestrian Area in Bloomington (Four votes required).

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost) as the one-time payment of $11,339.45 for the remaining costs to install a monument sign at the Dave Jayne Equestrian Arena will be funded by available reserves of the Bloomington Recreation and Park District. In 2019-20, the San Bernardino County Fifth Supervisorial District contributed $25,000, through its discretionary funding, to the Bloomington Recreation and Park District for the subject project. Use of $11,340 in available reserves represents the residual amount from that contribution.
BACKGROUND INFORMATION
On December 17, 2019 (Item No. 78), the Board of Directors (Board) approved the 2019-20 First Quarter Budget Report for the Bloomington Recreation and Park District (District). The report included a $25,000 appropriation increase for the cost to install a monument sign at the District’s Dave Jayne Equestrian Arena (Project). In January 2020, FX Signs Inc. (FX) was issued a $22,678.91 purchase order (PO) for the Project, with FX receiving a required 50% ($11,339.46) payment prior to commencing work. As of June 30, 2020, the Project was still in progress. The PO with FX was inadvertently cancelled at fiscal year-end and the remaining budget authority for the PO ($11,339.45) was simultaneously eliminated.
Installation of the monument sign was completed by FX in December 2020 and the $11,340 recommended budget increase is for payment of the PO’s remaining amount ($11,339.45). Board approval of this item will provide the District with sufficient 2020-21 budget authority to proceed with this payment.
