Approve Amendment No. 1 to Contract No. 20-74 with EndPoint EMS Consulting LLC, effective February 12, 2021, adding research and development of a private/public partnership for emergency ambulance services by a third party to the current scope of work of consulting services for emergency medical services, increasing the total by $48,625, from $140,399 to a total not to exceed $189,024 and extending the contract term, for a total contract term from February 12, 2020 through December 31, 2021.

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost).  Sufficient appropriation to fund the additional cost of $48,625 exists in the County Administrative Office 2020-21 budget, and will be included in future recommended budgets as necessary. 

 

BACKGROUND INFORMATION

On February 11, 2020 (Item No. 30), the Board approved a contract with EndPoint EMS Consulting LLC (EndPoint) for consulting services for emergency medical services in the amount of $140,399, for the period February 12, 2020 through February 11, 2021.  As part of the original scope of work with EndPoint, two Board of Supervisors’ (Board) special meetings were held to conduct a study session regarding the provision of emergency and non-emergency ground ambulance service in the eight exclusive operating areas (EOA) under contract with American Medical Response: West End Rancho Cucamonga and Upland - EOA 1; Montclair and Chino - EOA 2; Ontario and Chino Hills - EOA 3; Fontana and Lytle Creek - EOA 4; Rialto - 9-1-1 calls in unincorporated areas; inter-facility calls in entire area - EOA 5; San Bernardino - EOA 6; Grand Terrace - EOA 7; Loma Linda - EOA 9.  The two study sessions occurred on August 18, 2020 and on October 20, 2020.

 

During the first year of Endpoint’s contract services, the EMS Stakeholder Group (fire agencies and the ambulance provider) expressed a strong desire to work collaboratively and explore opportunities of creating a joint venture private/public partnership for emergency ambulance services.  In response to this, the recommended amendment with EndPoint adds a new scope of work where EndPoint will serve as Project Manager at the direction of the County Administrative Office to oversee the research and development of a private/public partnership for emergency ambulance services by a third party.  Endpoint will continue to provide additional EMS consultative services as needed in accordance with the original approved scope of work.  The recommended Amendment No. 1 will also extend the term to complete the activities under the additional scope of work.

 

PROCUREMENT

Contract No. 20-74 is based on an approved competitive procurement, as it is the result of a Request for Proposal Award.
