Recommendation

Approve contracts to provide access to food to income-eligible, food insecure households within the County of San Bernardino for the period of February 9, 2021 through April 30, 2022 with:

1.                     Boys and Girls Club of Greater Redlands-Riverside in an amount not-to-exceed $216,634;

2.                     Hi-Desert Memorial Health Care District in an amount not-to-exceed $331,400;

3.                     New Hope Village Inc. in an amount not-to-exceed $357,749; and

4.                     Operation New Hope in an amount not-to-exceed $250,012.

FINANCIAL IMPACT

This item will not result in the use of Discretionary General Funding (Net County Cost). The cost of these food preparation and/or distribution services will not exceed $1,450,000 over the terms of the contracts  and is funded through the Department of Housing and Urban Development (HUD) Community Development Block Grant - CARES Act Round 1 (CDBG-CV1) Grant. Adequate appropriation and revenue have been included in the Community Development and Housing Department’s 2020-21 budget and will be included in future recommended budgets.

 

BACKGROUND INFORMATION

On May 19, 2020 (Item No. 109), the Board of Supervisors (Board) authorized revisions to the County of San Bernardino’s (County) Fiscal Year (FY) 2015-2020 Consolidated Plan and FY 2019-2020 Annual Action Plan that allowed the County to accept and utilize $6,560,515 in federal funding from HUD to address the Coronavirus (COVID-19) pandemic. Of the $6,560,515, $4,368,305 was used to support a variety of activities to address COVID-19 by the 13 cooperating cities (Adelanto, Barstow, Big Bear Lake, Colton, Grand Terrace, Highland, Loma Linda, Montclair, Needles, Redlands, Twentynine Palms, Yucaipa and the Town of Yucca Valley) and administration, $1,700,000 was allocated by the County to support a countywide hunger relief program, and the remaining $492,210 will be for the grant administrative costs.

 

To immediately address food insecurities throughout the County, $250,000 of the total $1,700,000 of CDBG-CV1 funding was used to expand an agreement with Community Action Partnership of San Bernardino County to provide the Mobile Food Pantry project which was ratified by the Board on September 15, 2020 (Item No. 31) and the remaining $1,450,000 in federal grant funds was released through a Notice of Funding Availability (NOFA) process.

 

PROCUREMENT

A public notice announcing the release of the Food Assistance Program NOFA was posted August 30, 2020 through September 30, 2020. The public notice was published in six newspapers of general circulation, emailed to the San Bernardino Office of Homeless Services’ homeless service providers and announced at the Food Rescue and Anti-Hunger Coalition and San Bernardino County Nutrition Action Partnership meeting. Also, a link to the online application and instructions for completing the application were made available on the County website at http://sbcountycdha.com/community-development-and-housing-department/.

 

Ten applications were received for funding consideration. These applications were assessed for their programmatic expertise and experience working with federal funds and regulatory requirements. The following organizations are recommended for funding:
