Recommendation

Approve Amendment No. 2 to Agreement No. 20-933 with Harris Koenig Associates, to increase the not to exceed amount by $200,000, from $350,000 to $550,000, and extend the contract term through June 30, 2022, for a total contract period of April 15, 2020 through June 30, 2022.

FINANCIAL IMPACT

Approval of this recommendation will not result in the use of Discretionary General Funding (Net County Cost). Adequate appropriation for the total cost of $200,000 is included in the Arrowhead Regional Medical Center’s 2020-21 budget and will be included in future recommended budgets. The department, in coordination with County Finance, will monitor the potential availability of other funding sources, including the Coronavirus Aid, Relief, and Economic Security (CARES) Act, to potentially offset the cost of this agreement.   In the absence of other funding sources, Arrowhead Regional Medical Center (ARMC) will fund the total cost of this agreement.

 

BACKGROUND INFORMATION

Approval on the recommendation will allow ARMC to continue to work, on behalf of the County, with Harris Koenig and Associates (Koenig) on providing leadership assistance during the Novel Coronavirus (COVID-19) pandemic.  Koenig is responsible for coordinating the County of San Bernardino’s (County) response to current healthcare needs in Acute Care hospitals and Skilled Nursing/Congregant Living Facilities in the County, including bed and surge capacity, along with other needs, such as supply, staffing, and medical, throughout the area.  Koenig works with multiple County entities to establish processes and collect required data for multiple organizations.  In addition, Koenig is currently acting as the liaison between the County, the Hospital Association of Southern California (HASC), and the other health care entities throughout the County. Koenig is specifically working as a liaison for the County’s Skilled Nursing Facility (SNF) task force, County hospitals, Alternate Care Sites (ACS) and the Ambulance Patient Offload Delay (APOD) project. Koenig will use the remaining term of the contract to solidify changes and establish sustainability of the processes put in place for handling future needs of the County.  There should be no need to extend this contract past the June 30, 2022 termination date.

 

This Amendment and its underlying Agreement provide for the safety, health and social service needs of County residents by expanding the presence of ARMC leadership throughout the County during the COVID-19 pandemic, allowing the ability to quickly address the needs of all health care entities throughout the County.

 

PROCUREMENT

As there was an emergent need for additional leadership availability during the COVID-19 pandemic, ARMC reached out to Koenig as uniquely qualified to represent ARMC due to his familiarity with HASC and other health care entities throughout the County. The original scope of services was less than $200,000, and therefore, Purchasing Department executed Agreement No. 4400014072, in the amount of $120,000 with Koenig for the period of April 15, 2020 through October 31, 2020.  On September 29, 2020 (Item No. 8), the Board of Supervisors (Board) approved Amendment No. 1 to Agreement No. 20-933 (previously 4400014072) to increase the not to exceed amount by $230,000, from $120,000 to $350,000, and extend the contract to May 31, 2021.

 

Purchasing concurs with extending the terms of the original agreement, due to the ongoing COVID-19 pandemic.  In accordance with County policy 11-04, Amendment No. 2 is being presented at this time for Board approval due to the amendment amount exceeding Purchasing’s contract authority for service contracts (up to $200,000 per fiscal year).
