RECOMMENDATION(S)
Recommendation
Terminate the Emergency Proclamation originally proclaimed by the Chief Executive Officer, while serving as the Director of Emergency Services, on September 11, 2020 and ratified by the Board of Supervisors on September 15, 2020 resulting from the El Dorado fire impacting San Bernardino County, as the emergency conditions no longer exist.

The action to terminate this local emergency will not require the use of additional Discretionary General Funding (Net County Cost).
BACKGROUND INFORMATION
On September 11, 2020, the Chief Executive Officer, while serving as the Director of Emergency Services, proclaimed the existence of a local emergency for the El Dorado Fire in San Bernardino County. This action, which was ratified by the Board of Supervisors (Board) on September 15, 2020 (Item No. 33), was in response to a vegetation fire that started on September 5, 2020 at El Dorado Ranch Park in Yucaipa. The wind driven fire, which swept across portions of Yucaipa, Oak Glen, Forest Falls, Mountain Home Village, Angelus Oaks, Heart Bar, Barton Flats, and surrounding areas, caused extensive damage that resulted in power outages, interrupted cellular service, hazardous air quality conditions, and road closures.
The County’s Office of Emergency Services has determined that emergency conditions no longer exist and therefore continuation of the Emergency Proclamation pertaining to the El Dorado Fire is no longer needed. As a result, it is recommended that the Board terminate the existence of this local emergency in accordance with Government Code section 8630(c).
