RECOMMENDATION(S)
Recommendation
1. Approve Grant Subaward (Cal OES Subaward #UV20 05 0360) with the California Office of Emergency Services (Cal OES) in the amount of $285,066, which includes grant funds of $228,052 plus a local match of $57,014, for the San Bernardino County Unserved/Underserved Victim Advocacy and Outreach Program for the period of January 1, 2021 to December 31, 2021.
2. Adopt Resolution approving the Grant Subaward Agreement and authorizing the District Attorney, as required by Cal OES, to sign and submit the Grant Subaward Agreement on behalf of the Board of Supervisors, and any subsequent non-substantive amendments, subject to review by County Counsel.
3. Authorize the Chief of Bureau of Administration and Chief of Victim Services to sign and submit monthly invoices as required by Cal OES for this grant.
4. Direct the District Attorney to transmit all Grant Award Agreement documents, including any non-substantive amendments, to the Clerk of the Board of Supervisors within 30 days of execution.

FINANCIAL IMPACT
This item will not result in the use of additional Discretionary General Funding (Net County Cost). The Unserved/Underserved Victim Advocacy and Outreach Program (Program) grant award in the amount of $228,052 from Cal OES will be used to offset the cost of two existing Victim Advocate II positions and one Victim Advocate I position. This grant requires a cash match of $57,014, which will fund the remaining cost of these positions. Sufficient appropriation and revenue are included in the District Attorney’s (Department) 2020-21 adopted budget and will be included in the 2021-22 recommended budget.
BACKGROUND INFORMATION
The Department has been receiving grant funds for the Program since 2010. These funds allow the Department to provide services to victims of violent crime within the County’s underserved population due to race, socio-economic status, disability, or sexual orientation. Target populations for these victim services include urban, high crime communities; communities of immigrants with limited English proficiency; American Indians; persons with disabilities and/or deaf or hard-of-hearing; and/or members of the Lesbian, Gay, Bisexual, Transgender, and Questioning populations.
On October 6, 2020 (Item No. 17), the Board of Supervisors (Board) approved submittal of a grant application to Cal OES requesting $228,052 for the San Bernardino County Unserved/Underserved Victim Advocacy and Outreach Program for the period of January 1, 2021 to December 31, 2021. A letter from Cal OES, dated February 24, 2021, informed the Department of the application’s approval. The grant award is being submitted for the Board’s approval at the earliest available Board date upon receipt of the award letter. These grant funds will be used to continue to assist the Department in providing services that respond to a victim’s emotional and physical needs (excluding medical care) such as accompaniment for medical examinations, hotline counseling, and other emergency services that are intended to restore the victim’s sense of dignity and self-esteem.
The Cal OES Recipient Handbook, Section 1350, states that all grant recipients are required to obtain written authorization, in the form of a resolution or letter from its governing board, that the official executing the agreement is, in fact, authorized to execute the document. Recipients must maintain this written authorization on file and make it available upon demand during audits. Historically, Cal OES has requested that each county’s District Attorney be the authorized official to execute the grant subaward and any subsequent non-substantive amendments necessary for the Unserved/Underserved Victim Advocacy and Outreach Program.
