Recommendation

Approve Amendment No. 1, effective April 6, 2021, to Revenue Contract No. 20-180 (State Revenue Agreement No. FP-1920-20) with the California Department of Aging for the Dignity At Home Fall Prevention Program to provide fall and injury prevention services, with no change to the total contract amount of $143,750, extending the contract period for an additional nine months, for a total contract period of February 1, 2020 through March 31, 2022.

FINANCIAL IMPACT

This item does not impact Discretionary General Funding (Net County Cost).  Revenue in the amount of $143,750 for Dignity At Home Fall Prevention Program services is 100% State funded by the California Department of Aging (CDA).  Adequate appropriation and revenue have been included in the Department of Aging and Adult Services’ (DAAS) 2020-21 budget and will be included in the 2021-22 recommended budget.

 

BACKGROUND INFORMATION

The Revenue Contract No. 20-180 with CDA provides Dignity At Home Fall Prevention Program funding to DAAS for fall prevention services to eligible individuals who are 60 years of age or older, or have disabilities.  The recommended amendment will allow DAAS additional time to expend all the revenue allocated for fall prevention services by extending the agreement with CDA through March 31, 2022.  Any unused funds under this revenue contract must be returned to CDA upon contract expiration.

 

The Dignity At Home Fall Prevention Program provides grants to Area Agencies on Aging to provide fall and injury prevention information, education, referral services, equipment, assessments, services, materials and labor costs to the eligible service population.  The eligible service population are individuals at risk of falling or institutionalization who are sixty years of age or older or have disabilities, and whose adjusted household income does not exceed 80% of the area median income.

 

The Federal Older Americans Act promotes the welfare and dignity of older adults by providing valuable services in order to enable older adults to be independent, remain in their communities, and assist them to be engaged citizens.  In 1976, the State of California designated the County of San Bernardino as an Area Agency on Aging.  As a result of this designation, DAAS receives funding to administer adult protective services.

 

On April 7, 2020 (Item No. 4), the Board of Supervisors approved County Revenue Contract No. 20-180 (State Revenue Agreement No. FP-1920-20) to provide Dignity At Home Fall Prevention Program services, in the amount of $143,750 for the period of February 1, 2020 through June 30, 2021.  In addition, this item adopted a resolution authorizing the Chairman of the Board of Supervisors, Chief Executive Officer, or DAAS Director to execute all documents, including any subsequent non-substantive amendments, in relation to State Revenue Agreement No. FP-1920-20, on behalf of the County, subject to review by County Counsel.
