Recommendation
Approve non-financial Memorandum of Understanding with the Center for Employment Opportunities, as a California Department of Social Services endorsed third-party partner, for data sharing of information specific to employment and training participants recently released from incarceration and receiving CalFresh, for the period of April 7, 2021 through September 30, 2023.

FINANCIAL IMPACT
This Memorandum of Understanding (MOU) is non-financial; therefore, it does not impact Discretionary General Funding (Net County Cost).
BACKGROUND INFORMATION
Under the terms of the recommended MOU, the Center for Employment Opportunities will provide the Transitional Assistance Department (TAD) with a complete list of San Bernardino County Center for Employment Opportunities employment and training participants on a monthly basis. TAD will use the provided list to update the TAD case management system with the work registration for Able Bodied Adults without Dependents (ABAWD) customers. TAD administers the public assistance programs in San Bernardino County, including CalFresh, California’s Supplemental Nutrition Assistance Program serving low-income individuals.
The Center for Employment Opportunities is a statewide, nonprofit social enterprise that provides transitional jobs and tailored vocational services to individuals who were recently released from incarceration and are in need of employment support, as identified through the incarceration re-entry process.
Center for Employment Opportunities contracts directly with the California Department of Social Services as a Statewide Third Party Partner to provide CalFresh Employment & Training activities for the CalFresh Program. These ABAWD customers receiving CalFresh benefits have work requirements that can be met by participating in Employment & Training services, such as those provided by Center for Employment Opportunities.
