Recommendation

1.                     Approve the plans and specifications for the Slover Avenue Drainage and Traffic Signal Improvement Project in the Bloomington area as signed and sealed by a registered civil engineer.

2.                     Authorize the Director of the Department of Public Works to advertise the Slover Avenue Drainage and Traffic Signal Improvement Project in the Bloomington area for bids.

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost).  The Department of Public Works (Department) is funded by Gas Tax revenue, fee revenue and other state and local funding.  The recommended actions are administrative in nature, and will have minimal financial impact. Sufficient appropriation and revenue are included in the Department’s 2020-21 Road Operations budget (6650002000 35H14970 and 17H14967).

 

BACKGROUND INFORMATION

The Slover Avenue Drainage and Traffic Signal Improvement Project in the Bloomington area (Project) includes: (1) the construction of cross gutters, curb and gutter, sidewalk infill, pavement reconstruction and curb ramp replacement in accordance with current design standards and pursuant to the Americans with Disabilities Act (ADA) on Slover Avenue at Alder Avenue and Locust Avenue; (2) the installation of drainage inlets and minor pavement reconstruction on Alder Avenue at Slover Avenue; and (3) the installation of a traffic signal at Slover Avenue and Linden Avenue.

 

This Project was given priority over routine maintenance projects as it will alleviate current drainage issues and the signal portion of the Project was based on traffic warrants and traffic delays.  Project locations (1) and (2) were prioritized due to flooding concerns brought to the Department’s attention by the public during storm events.  The proposed Project will improve roadway drainage to direct water runoff conveyance and containment within the roadway. Project location (3) currently has a 4-way stop which caused traffic delays, especially during peak hours. The proposed traffic signal will improve traffic circulation within the Project area.  All work for the Project will be done within the existing road right-of-way. 

 

The Project aligns with the County and Chief Executive Officer’s goals and objectives to ensure the development of a well-planned, balanced, and sustainable County and to provide for the safety of County residents by improving roadway drainage and traffic movement, as well as access for all pedestrians. 

 

On March 9, 2021 (Item No. 27), the Board of Supervisors (Board) determined the Project was exempt under the California Environmental Quality Act, approved the Project as defined in the Notice of Exemption, and directed the Clerk of the Board to file and post said notice.

 

The Project’s specifications include an allowance, in the amount of $35,000 for unforeseen differing site conditions and utility conflicts.

 

PROCUREMENT

The Project will be advertised for formal bids in accordance with Section 22037 of the California Public Contract Code. The Department anticipates returning to the Board for award of the construction contract in the Summer of 2021.
