RECOMMENDATION(S)

Recommendation

Approve the Community Development Block Grant - CARES Act Round 1 contract with The Salvation Army, a California Corporation, to provide access to food to income-eligible, food insecure households affected by COVID-19 within the County of San Bernardino for the period of April 6, 2021 through April 30, 2022 for an amount not to exceed $294,204.

FINANCIAL IMPACT

This item will not result in the use of Discretionary General Funding (Net County Cost). The cost

of the food preparation and/or distribution services will not exceed $294,204 over the term of the contract and is funded through the Department of Housing and Urban Development (HUD) Community Development Block Grant - CARES Act Round 1 (CDBG-CV1) Grant. Adequate appropriation and revenue have been included in the Community Development and Housing Department’s 2020-21 budget and will be included in future recommended budgets.

 

On May 19, 2020 (Item No. 109), the Board of Supervisors (Board) authorized revisions to the County of San Bernardino’s (County) Fiscal Year (FY) 2015-2020 Consolidated Plan and FY 2019-2020 Annual Action Plan that allowed the County to accept and utilize $6,560,515 in federal funding from HUD to address the Coronavirus (COVID-19) pandemic. Of the $6,560,515, $1,450,000 in federal grant funds were released through a Notice of Funding Availability (NOFA) process for the Food Assistance Program (FAP).

 

As a result of the FAP NOFA, five vendors were recommended for funding. At the February 9, 2021 (Item No. 20) Board meeting, four vendors were awarded a cumulative total of $1,155,796 in CDBG-CV1. These organizations were:

 

1.                     Boys and Girls Club of Greater Redlands-Riverside in an amount not-to-exceed $216,634.39 (Contract No. 21-110);

2.                     Hi-Desert Memorial Health Care District in an amount not-to-exceed $331,400.00 (Contract No. 21-111);

3.                     New Hope Village Inc. in an amount not-to-exceed $357,749.61 (Contract No. 21-112); and

4.                     Operation New Hope in an amount not-to-exceed $250,012.00 (Contract No. 21-113).

 

The fifth vendor, The Salvation Army, a California Corporation, was also selected based on prior experience in working with emergency food services program. Approval of this item will allocate the remaining CDBG-CV1 funding set aside for the County’s Food Assistance Program by allowing County staff to enter into an agreement with The Salvation Army, a California Corporation, in an amount not to exceed $294,204. 

 

PROCUREMENT

A public notice announcing the release of the Food Assistance Program NOFA was posted August 30, 2020 through September 30, 2020, and ten applications were received for funding consideration and were assessed for their programmatic expertise, experience working with federal funds, and regulatory requirements.

 

As a result of the FAP NOFA, five vendors were recommended for funding. At the February 9, 2021 (Item No. 20) Board meeting, four vendors were awarded a cumulative total of $1,155,796 in CDBG-CV1. The fifth and final vendor recommended for CDBG-CV1 funding is The Salvation Army, a California Corporation. The Salvation Army intends to use $294,204 in CDBG-CV1 funding to implement the Emergency Food Services Program that will assist approximately 2,100 people.
