RECOMMENDATION(S)

Recommendation

1.                     Approve Cooperative Agreement between the County of San Bernardino and the City of Redlands for the Garnet Street and Other Roads project on Garnet Street, Florida Street, and Greenspot Road in the Mentone area.

2.                     Adopt Resolution determining that there is a general County of San Bernardino interest in providing County of San Bernardino funds, in the estimated amount of $6,000, for pavement improvements on the City of Redland’s portion of the Garnet Street and Other Roads project on Garnet Street, Florida Street, and Greenspot Road in the Mentone area pursuant to Streets and Highways Code section 1680 (Four votes required).

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost).  The Department of Public Works (Department) is funded by Gas Tax revenue, fee revenue, and other state and local funding.  The Garnet Street and Other Roads project on Garnet Street, Florida Street, and Greenspot Road in the Mentone area (Project) will be funded with Senate Bill 1 Road Maintenance and Rehabilitation Account (RMRA) funds.  The Project is included in the RMRA project list for 2020-21, as approved by the Board of Supervisors (Board) on April 21, 2020 (Item No. 45).  Sufficient appropriation and revenue are included in the 2020-21 Road Operations budget (6650002000 34H15015).

 

BACKGROUND INFORMATION

The Project involves milling the existing pavement and overlaying the roadway with new asphalt concrete, replacing deteriorated sections of asphalt concrete dike and pavement striping on Garnet Street (0.16 miles south of Newport Avenue to Florida Street), Florida Street (Greenspot Road to Garnet Street), and Greenspot Road (0.19 miles north of Florida Street to Florida Street) in the Mentone area.  The total length of the Project is 1.42 miles, of which 240 linear feet is located with the City of Redlands (City).

 

The Department presented the City with the opportunity to participate in the Project but the City is unable to allocate funds to cover their share of costs for the Project, estimated at $6,000.  The Project is of mutual benefit to the County of San Bernardino (County) and City as pavement improvements along the curve on Greenspot Road into Florida Street will maintain a consistent roadway surface for the traveling public.  The Department will return to the Board at a later date to recommend approval of the Project plans and specifications.

 

In accordance with the terms of the Cooperative Agreement, the County is the lead agency in the design, survey, California Environmental Quality Act review, construction, construction engineering, and inspection of the Project. Unless terminated prior to the award of the construction contract, the Cooperative Agreement terminates upon completion of the Project or December 31, 2023, whichever occurs first.  The City approved the Cooperative Agreement on February 2, 2021.

 

Adoption of Resolution by a four-fifths vote of the Board, pursuant to Streets and Highways Code section 1680, allows the County to provide financial assistance to the City for their share of the Project.

 

The Project aligns with the County and Chief Executive Officer’s goals and objectives of ensuring the development of a well-planned, balanced and sustainable County and providing for the safety, health and social service needs of County residents by preserving and improving the structural integrity of existing road surfaces. Additionally, execution of the cooperative agreement allows the County to meet its goals and objectives by working cooperatively with the City. The County Administrative Office and the Department will continue to work with jurisdictions to identify each agency’s area of responsibility and develop a cooperative relationship to ensure that each jurisdiction pays its share of improvement projects.

 

PROCUREMENT

Construction is anticipated to begin and to be completed in the Summer of 2021.
