RECOMMENDATION(S)

Recommendation

Ratify the acceptance of the following allocations from the California Department of Public Health for COVID-19 activities:

1.                     Epidemiology and Laboratory Capacity Enhancing Detection funding, Award No. COVID-19ELC36, in the amount of $16,202,583, for the period of May 18, 2020 through November 17, 2022.

2.                     Epidemiology and Laboratory Capacity Enhancing Detection Expansion funding, Award No. COVID-19ELC94, in the amount of $98,066,203, for the period of January 15, 2021 through July 31, 2023.

FINANCIAL IMPACT

This item does not impact Discretionary General Funding (Net County Cost).  The allocations in the amount of $16,202,583 from the Paycheck Protection Program and Health Care Enhancement Act and $98,066,203 from the Coronavirus Response and Relief Supplemental Appropriations Act awarded by the California Department of Public Health (CDPH) do not require a match.  Adequate appropriation is included in the Department of Public Health’s (DPH) 2020-21 budget and will be included in future recommended budgets.

 

BACKGROUND INFORMATION

The goal of Epidemiology and Laboratory Capacity (ELC) Enhancing Detection funding is to rapidly establish and monitor key activities related to COVID-19 in the areas of epidemiology, laboratory and informatics. Monitoring the indicators associated with these strategies are intended to assist State, local and territorial governments in making data-driven policy decisions regarding testing and epidemiologic surveillance- related activities, including but not limited to, the establishment of modernized public health surveillance systems.

 

The ELC COVID-19 allocations will be utilized to expand the support of testing, case investigation and contact tracing surveillance, containment, and mitigation.  In addition, allowable activities have been expanded to support ELC’s six Strategies that include 1) enhancing laboratory, surveillance, informatics and other workforce capacity; 2) strengthening laboratory testing 3) advancing electronic data exchange at Public Health Labs; 4) improving surveillance and reporting of Electronic Health Data; 5) using laboratory data to enhance investigation, response and prevention; and 6) coordinating and engaging with partners.  Approval of this item will ratify the acceptance of the allocations provided to DPH in the form of direct allocation letters from CDPH.

 

On September 15, 2020, the County Administrative Office authorized the submission of the required work plan and budget documents to CDPH for COVID-19 ELC Enhancing Detection funding, in the amount of $16,202,583, for the period of May 18, 2020 through November 17, 2022.  On August 11, 2020, DPH received Award No. COVID-19ELC36 from CDPH, in the amount of $16,202,583, for the period of May 18, 2020 through November 17, 2022.

 

On March 2, 2021, DPH received Award No. COVID-19ELC94 from CDPH for expansion funding, in the amount of $98,066,203, for the period of January 15, 2021 through July 31, 2023. On March 29, 2021, DPH received a 25% advance in the amount of $24,516,551. DPH will receive the remaining 75% of the allocated amount through cost reimbursement upon invoicing CDPH. The required work plan and budget documents for this allocation were submitted by CDPH’s deadline of March 31, 2021.
