COUNTY AND CHIEF EXECUTIVE OFFICER GOALS & OBJECTIVES

Provide for the Safety, Health and Social Service Needs of County Residents.

FINANCIAL IMPACT

This item does not impact Discretionary General Funding (Net County Cost).  The total increase of $1,280,451 for Community-Based Recovery Service Centers is funded by the Substance Abuse Prevention and Treatment Block Grant and Drug Medi-Cal.  Adequate appropriation and revenue will be included in the Department of Behavioral Health’s (DBH) recommended 2021-22 budget.

BACKGROUND INFORMATION

DBH is responsible for providing mental health and substance use disorder services to San Bernardino County residents experiencing major mental illness and/or substance use disorders.  DBH Substance Use Disorder and Recovery Services provide substance use disorder prevention and treatment services and education for communities and residents of San Bernardino County through contracts with community based organizations and County-operated clinics with the goal of promoting prevention, intervention, recovery, and resiliency for individuals and families. The recommended amendment to the Community-Based Recovery Service Centers contracts providing substance use disorder services will increase the total contract amount by $1,280,451 and extend the contracts by six months through December 31, 2021.  DBH is requesting the extension in order to complete the procurement process under way for these services, which had been delayed due to the COVID-19 pandemic.  Upon approval of the amendments, DBH anticipates that these agencies will provide approximately 21,546 recovery service hours at an average cost of $59.42 per service hour.

Community-Based Recovery Service Centers services include social activities, parenting education, aftercare and family groups, substance use disorder education, life skills, and smoking reduction/cessation.  Services offered at the centers assist in encouraging and reinforcing positive behavioral changes through substance-free activities in a community forum.

The recommended amendment to the contracts for Community-Based Recovery Service Centers will increase the total contract amount by $1,280,451 to $9,486,878, and extend the contracts through December 31, 2021.  DBH will continue to monitor contract performance on a regular basis to ensure compliance standards are met.
