Approve Agreement with Sanofi Pasteur, Inc., for the purchase of influenza vaccines, for the agreement period of May 4, 2021 through December 31, 2021, for amount not-to-exceed $300,000.

FINANCIAL IMPACT
Approval of the recommendation will not result in the use of Discretionary General Funding (Net County Cost) as the not-to-exceed cost of $300,000 is funded by State Medi-Cal, Federal Medicare, private insurances, and other departmental revenue. Funding sources may change in the future pending any legislative activity related to the repeal and/or replacement of the Affordable Care Act. Sufficient appropriation and revenue are included in the Arrowhead Regional Medical Center (ARMC) 2020-21 budget and future recommended budgets.
BACKGROUND INFORMATION
Approval of the Agreement with Sanofi Pasteur, Inc. (Sanofi) will ensure that County residents have access to influenza (flu) vaccination services at ARMC. Flu vaccines for the upcoming season are typically reserved in February. Sanofi is the only company within the Vizient Group Purchasing Organization (GPO) utilized by the County that is able to provide additional vaccine doses after the initial order has been reserved. In February 2021, ARMC reserved 14,300 flu vaccine doses for the 2021-22 influenza season. Approval of this Agreement will provide for the safety, health and social service needs of County residents by ensuring availability of influenza virus vaccines for patients, including those specifically for children six months old to adults of any ages, as well as staff to prevent infection and spread of the influenza virus within the hospital and community.
The purchase of the vaccines from Sanofi is governed by the terms and conditions of Sanofi’s supplier agreement with Vizient, which contains several non-standard County contract provisions that have been agreed upon by the Board as part of the County’s membership in Vizient’s GPO.
PROCUREMENT
The procurement is non-competitive based on functional specifications, as Sanofi is the manufacturer of flu vaccines for children six months old to adults of any ages, providing the quantity desired for the 2021-22 influenza season, and currently accepting new orders for additional vaccine doses. County Purchasing supports this non-competitive procurement.
