RECOMMENDATION(S)

Recommendation

1.                     Approve Revenue Agreement with Cal FIRE, San Bernardino-Inyo-Mono Unit for emergency dispatch services provided by the Sheriff/Coroner/Public Administrator for the period of May 1, 2021 through June 30, 2023, with an initial cost to Cal FIRE of $4,449 for the remainder of 2020-21. 

2.                     Authorize the Sheriff/Coroner/Public Administrator to revise and execute the Schedule A to the Revenue Agreement with Cal FIRE, San Bernardino-Inyo-Mono Unit on an annual basis for 2021-22 and 2022-23, based on the Board of Supervisors approved amount for emergency dispatch services as reflected in the Sheriff/Coroner/Public Administrator law enforcement services contracts for 2021-22 and 2022-23, subject to review by County Counsel.

3.                     Direct the Sheriff/Coroner/Public Administrator to transmit all documents in relation to this Revenue Agreement to the Clerk of the Board of Supervisors within 30 days of execution.

FINANCIAL IMPACT

Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). The revenue generated from the Agreement with Cal FIRE, San Bernardino-Inyo-Mono Unit (Cal FIRE) for the remaining two months of 2020-21, in the estimated amount of $4,449, includes full recovery of both direct and indirect costs of providing emergency dispatch services and is included in the Sheriff/Coroner/Public Administrator’s (Department) 2020-21 budget. The total estimated annual revenue for the provision of these services will be included in future recommended budgets. 

 

BACKGROUND INFORMATION

The Department provides dispatch services to various outside agencies using existing personnel and equipment with minimal operational impact for emergencies and non-emergencies. The current Revenue Agreements were approved by the Board of Supervisors (Board) on July 28, 2020 (Item No. 56).

 

The recommended Revenue Agreement with Cal FIRE provides for annual review of the fee schedule (Schedule A) to ensure proper cost recovery to the County. The Department is seeking authorization to revise and execute the Schedule A to reflect future amounts as approved by the Board for emergency dispatch services in the law enforcement services contracts for fiscal years 2021-22 and 2022-23.
