RECOMMENDATION(S)

Recommendation

1.                     Accept grant award (Award No. 1H8FCS40967-01-00) from the United States Department of Health and Human Services, Health Resources and Services Administration, in the amount of $2,861,750, for Health Center Program - American Rescue Plan Act Funding for Health Centers to support COVID-19 prevention activities, for the period of April 1, 2021 through March 31, 2023.

2.                     Designate the Chairman of the Board of Supervisors, Chief Executive Officer, or Director of the Department of Public Health to accept any subsequent non-substantive amendments in relation to the grant award, on behalf of the County, subject to review by County Counsel.

3.                     Direct the Chairman of the Board of Supervisors, Chief Executive Officer, or Director of the Department of Public Health to transmit all non-substantive amendments in relation to the grant awards to the Clerk of the Board of Supervisors within 30 days of execution.

FINANCIAL IMPACT

This item does not impact Discretionary General Funding (Net County Cost).  The grant award in the amount of $2,861,750 from the United States Department of Health and Human Services, Health Resources and Services Administration (HRSA) for Health Center Program - American Rescue Plan Act funding for Health Centers does not require a match.  Approval of the necessary budget adjustments to DPH’s 2020-21 budget is not requested at this time, but will be included on a future countywide quarterly budget report and presented to the Board of Supervisors (Board) for approval.  Adequate appropriation and revenue will be included in DPH’s 2021-22 and 2022-23 recommended budgets. 

 

BACKGROUND INFORMATION

HRSA provides funding to local health jurisdictions for the delivery of comprehensive primary health care services to defined service areas and patient populations through the Health Center Program, which provides a variety of services to San Bernardino County residents, such as operational support for DPH’s four Federally Qualified Health Centers located in Adelanto, Hesperia, Ontario, and San Bernardino.  The Health Center Program - American Rescue Plan Act Funding for Health Centers is one-time funding provided to local health jurisdictions to support COVID-19 prevention activities.

 

DPH will use the grant award funds in alignment with in-scope Health Center Program activities that include:  1) Plan, prepare for, promote, distribute, administer, and track COVID-19 vaccines, and carry out other vaccine-related activities; 2) Detect, diagnose, trace, and monitor COVID-19 infections and related activities necessary to mitigate the spread of COVID-19, including activities related to, and equipment or supplies purchased for, testing, contact tracing, surveillance, mitigation, and treatment of COVID-19; 3) Purchase equipment and supplies to conduct mobile testing or vaccinations for COVID-19, purchase and maintain mobile vehicles and equipment to conduct such testing or vaccinations, and hire and train laboratory personnel and other staff to conduct such mobile testing or vaccinations, particularly in medically underserved areas; 4) Establish, expand, and sustain the health care workforce to prevent, prepare for, and respond to COVID-19, and to carry out other health work force-related activities; 5) Modify, enhance, and expand health care services and infrastructure; and 6) Conduct community outreach and education activities related to COVID-19.

 

On April 1, 2021, DPH received the grant award (Award No. 1H8FCS40967-01-00) from HRSA in the amount of $2,861,750, for Health Center Program - American Rescue Plan Act funding for Health Centers to support COVID-19 prevention activities, for the period of April 1, 2021 through March 31, 2023.

 

This item is being presented at this time, as this is the first available date following the required operational, fiscal, and legal reviews.  Approval by the Board at this time will not impact DPH’s Health Center Program services or activities.
