RECOMMENDATION(S)

Recommendation

1.                     Approve submission of a grant application to the United States Department of Health and Human Services, Health Resources and Services Administration, in the amount of up to $388,443 annually, for the Ryan White HIV/AIDS Program Part C HIV Early Intervention Services Program: Existing Geographic Services Areas program to support HIV early intervention and primary care services, for the period of January 1, 2022 through December 31, 2024.

2.                     Designate the Chairman of the Board of Supervisors, Chief Executive Officer, or Director of the Department of Public Health to execute and submit all application documents required to receive the grant award, on behalf of the County, subject to review by County Counsel.

3.                     Direct the Chairman of the Board of Supervisors, Chief Executive Officer, or Director of the Department of Public Health to transmit all documents in relation to this grant application to the Clerk of the Board of Supervisors within 30 days of execution.

FINANCIAL IMPACT

This item does not impact Discretionary General Funding (Net County Cost).  The grant application in the amount of up to $388,443 annually to the United States Department of Health and Human Services, Health Resources and Services Administration (HRSA) for the Ryan White HIV/AIDS Program Part C HIV Early Intervention Services Program: Existing Geographic Services Areas (Ryan White Part C EIS) program does not require a match.   

 

BACKGROUND INFORMATION

HRSA provides Ryan White Part C EIS funds to local health jurisdictions to provide comprehensive HIV primary care and support services in an outpatient setting for low income, uninsured, and underserved individuals with HIV.  DPH will use the funding to continue to meet their goal of engaging an estimated 4,907 persons living with HIV/AIDS in high-quality, client-centered comprehensive continuum of primary medical care to maximize health outcomes in this population, reduce disparities of care, and reduce the transmission of HIV. 

 

The Ryan White Program was enacted in 1990 to provide federal funding for comprehensive healthcare and support services for persons living with HIV/AIDS.  San Bernardino County is one of HRSA’s targeted service areas.  Program services include counseling for individuals with HIV, testing, periodic medical evaluations, therapeutic measures for HIV prevention and treatment, and referrals to appropriate providers of health and support services.  DPH has received Ryan White Part C EIS program funding since 1991.

 

On April 13, 2021, HRSA announced funding for the Ryan White Part C EIS program, of up to $388,443 annually for San Bernardino County, for the period of January 1, 2022 through December 31, 2024.
