Approve Amendment No. 3, effective July 1, 2021, to Contract No. 18-389 with Mental Health Systems, Inc. for Full Service Partnership services increasing the total contract amount by $212,047, from $9,992,310 to $10,204,357, with no change to the contract period of July 1, 2018 through June 30, 2023.

FINANCIAL IMPACT

This item does not impact Discretionary General Funding (Net County Cost).  The increase in the amount of $212,047 for Full Service Partnership (FSP) services will be funded by Mental Health Services Act (MHSA) funding.  Adequate appropriation and revenue will be included in Department of Behavioral Health’s (DBH) 2021-22 and 2022-23 recommended budgets.

 

BACKGROUND INFORMATION

Mental Health Systems, Inc. (MHS) provides FSP services to clients and their family/peer support unit to assist clients in achieving the goals identified in their Individual Services and Supports Plan (ISSP).  Placement services are based on the client’s needs and the level of care determined in the initial ISSP assessment.  Homeless FSP clients are more difficult to link to appropriate services without first appropriating a safe and secure home base, allowing a consistent linkage to local services to reach ISSP goals and achieve integration into the community. 

 

During the COVID-19 pandemic, DBH negotiated with MHS to amend its Contract No. 18-389 adding funding to utilize the agency’s trained and experienced Master’s level clinical case managers with the skill set needed to prevent individuals and families from returning to homelessness under Project Roomkey, for the service period of September 1, 2020 through June 30, 2021.  The recommended amendment will allow DBH to continue to utilize the agency’s trained and experienced Master’s level clinical case managers through June 30, 2022 while San Bernardino County residents recover from the effects of the pandemic.    

 

Project Roomkey is a collaborative effort by the State of California and the County of San Bernardino to secure emergency housing in hotels/motels/and trailers for sick and medically vulnerable individuals experiencing homelessness as a result of COVID-19.  The goal of Project Roomkey is to provide non-congregate shelter options for people experiencing homelessness, to protect human life, and minimize strain on health care system capacity.  The Master’s level clinical case managers provide FSP supportive services that include assessments, interventions, outreach, mental health and/or substance use disorder treatment with the goal of successfully housing clients in Project Roomkey.

 

PROCUREMENT

On June 26, 2018 (Item No. 22), as a result of a formal procurement, the Board of Supervisors (Board) approved the contract with MHS for FSP services, in the amount of $9,632,155, for the period of July 1, 2018 through June 30, 2023.

 

On May 21, 2019 (Item No. 42), the Board approved Amendment No. 1 to the contract with MHS increasing the amount by $183,448 to $9,815,603 and adding two Housing Coordinator positions, with no change to the contract period of July 1, 2018 through June 30, 2023.

 

On October 27, 2020 (Item No. 22) the Board approved Amendment No. 2 to the contract with MHS increasing the total contract amount by $176,707 to $9,992,310 and adding two Master’s level clinical case manager positions under Project Roomkey for the service period of September 1, 2020 through June 30, 2021, with no change to the contract period of July 1, 2018 through June 30, 2023.

 

DBH will continue to monitor contractor performance on a regular basis to ensure performance and compliance standards are met.
