RECOMMENDATION(S)
Recommendation
1. Approve the annual Revenue Contract (State Revenue Agreement No. AP-2122-20) with the California Department of Aging in the amount of $8,609,469 to provide comprehensive Area Plan services for the period of July 1, 2021 through June 30, 2022.
2. Adopt a Resolution, as required by the California Department of Aging, authorizing the Chairman of the Board of Supervisors, the Chief Executive Officer, or the Director of the Department of Aging and Adult Services to execute all documents, including any subsequent non-substantive amendments, in relation to State Revenue Agreement No. AP-2122-20, on behalf of the County, subject to review by County Counsel, for the period of July 1, 2021 through June 30, 2022.
3. Direct the Chairman of the Board of Supervisors, the Chief Executive Officer, or the Director of the Department of Aging and Adult Services to transmit all documents and amendments to the Clerk of the Board within 30 days of execution in relation to the State Revenue Agreement No. AP-2122-20.

FINANCIAL IMPACT
This item does not impact Discretionary General Funding (Net County Cost). Area Plan (AP) services in the total amount of $8,609,469 are 20% State ($1,721,894) and 80% Federal ($6,887,575) allocated from the California Department of Aging (CDA). Sufficient appropriation and revenue will be included in the Department of Aging and Adult Services’ (DAAS) 2021-22 recommended budget.
BACKGROUND INFORMATION
The Federal Older Americans Act (OAA) promotes the welfare and dignity of older adults by providing valuable services in order to enable older adults to be independent, remain in their communities, and assist them to be engaged citizens. In 1976, the State of California designated the County of San Bernardino as an Area Agency on Aging. As a result of this designation, DAAS receives funding to administer AP services through a revenue agreement with the State.
AP services assist approximately 22,750 unduplicated clients annually. Services include congregate and home delivered meals, information and assistance, legal assistance, supportive services, personal care, assisted transportation and bus passes, family caregiver support, disease prevention, health promotion and Long-Term Care Ombudsman services, including elder abuse prevention programs.
